Eisenhower Urges Desalination Plants
to 'Make Desert Bloom,' Promote Peace

Former President Dwight D.
Eisenhower has developed a proj-
ect which he says csould promote
lasting peace between Arabs and
the Jews in the Middle East.
In a June Reader's Digest ar-
ticle he urges construction of three
nuclear-powered water desalination
plants in the Middle East to pro-
duce daily more than a billion gal-
lons of fresh water from the sea
and, irrigate some 1,750 square
miles of barren land.
Eisenhower says the plants—two
on the Mediterranean coast and one
on the Gulf of Aqaba—would more
than double the average daily flow
of the three main tributaries of the
Jordan River.
The proposed atomic plants
could produce sweet water at a
cost no greater than 15 cents per
1,000 gallons—or about one-sixth
the cost of desalting water by use
of conventional fuels. "This is
well within practical range for
many types of crops," says Ei-
senhower.
Along with water, the plants
enormous
an
would produce
amount of electric power, which
would bring to the Middle East
"vast new complexes of industry,

just as it has to many other parts
of the world."
He asserts that the plan would
also help solve the Arab refugee
problem. "Large numbers of them
could be employed in building the
new installations," he writes.
"Later, a great many could doubt-
less be settled on the new farming
areas in the Arab countries."
The billion-dollar cost of the
three plants could be met by sell-
ing stock to private and govern-
mental investors.
He would have the program ad-
ministered by the International
Atomic Energy Agency, an arm of
the United Nations.
Eisenhower asknowledges that
the biggest stumbling block to the
plan is the view of some diplomats
that implementation must await
stability in the Middle East.

— as a sign of respect. Some
have claimed that the standing
position during the main body of
prayer is required because one
who offers prayer assumes the role
of the priest in the sanctuary of
old who offered the sacrifice. Just
as the priest was required to do
his work in a standing position so
is the worshiper ordered to per-
form his obligation in a standing
position.

A number of reasons are offered
by the rabbinic commentaries. * 1
One source relates the seven days
of mourning to the seven days of
the festivals (Mo'ed Katan 20a).
This is traced to the expression in
Amos which declared "I will turn

mourn our loss for seven days as
the initial period of mourning. It
might also be noted that isolation
in the case of leprosy was for a
period of seven days (Numbers
12:12; Leviticus 13:31). A mourner
likewise retreats in isolation from
the street of life until he is re-
habilitated in his thinking at the
end of seven days. The period of
