United Jewish Charities to Present
Judge Simons' Portrait to Federal
Court Here at Ceremonies Monday

The United Jewish Charities I
Monday will present to the United
States District Court a portrait of
Judge Charles C. Simons w h o
served as a judge of the court for
nine years, and subsequently was
chief judge of the United States
Court of Appeals for the 6th Cir-
cuit.
Ceremonies will be held in the
courtroom of Judge Ralph M.
Freeman, at 4 p.m. Erwin S. Simon,
president of the United Jewish
Charities, will present the portrait

painted by Arnold Livshenko. A
statement by John S. Clark, presi-
dent of the Michigan State Bar
Association, and an address by
Judge Clifford O'Sullivan will fol-
low. On behalf of the District
Court, Judge Theodore Levin,
chief district judge, will accept
the portrait which will later hang
in his courtroom.
Guests of honor at the presenta-
tion will be seven judges of the
United States District Court and
judges from the Circuit Court, as
well as outstanding local attorneys,
friends and members of the Simons
family.

to Harold R. Joseph

in the Detroit schools, receiving
his letters and law degrees from
the University of Michigan.
There, in 1898, he won the
Northern Oratorical League con-
test, and was called "the boy
orator." He was awarded an
honorary degree of Doctor of
Laws by his alma mater, the
first of three such he received.
In 1903, he entered public life
as a member of the Michigan State
Senate. Although one of the young-
est men ever elected to this office
he established an enviable reputa-
tion. bringing about the passage
of the first State Direct Primary
Law.
Leaving full time public life he
turned his attentions to the prac-
tice of law.
He helped many immigrants be-
come U.S. citizens and vigorous-
ly opposed the tendencies that
culminated in the Immigration and
Nationality Act of 1924, which es-
tablished a quota system based on
national origin.
In 1906 Judge Simons married
Lillian Bernstein, of Chicago, to
whom he later attributed much of
his success. She was vice-president
of the Detroit Federation of
Women's Clubs and long time
member of its board, and president
of the Detroit Jewish Women's
Club, predecessor of the Council
of Jewish Women.
Judge Simons served at var-
ious times as Wayne County
Circuit Court Commissioner, as
a member of the Michigan State
Constitutional Convention of
1908, Republican Presidential
Elector-at-Large, and director of
the Detroit Board of Commerce.
In 1923 President Warren G.
Harding appointed him to the
United States District Court in
Detroit. In 1932 he was elevated
by President Herbert Hoover to
the United States Circuit Court
of Appeals, the highest court next
to the Supreme Court.
As the son of the late David W.
Simons, one of Detroit Jewry's
outstanding leaders who was the
founding president of the United
Jewish Charities, Charles Simons
grew up in an atmosphere of
dynamic leadership in organized
philanthropy. He believed in the
Zionist ideal and actively par-
ticipated in the task of creating
and supporting the state of Israel.
Locally he served the Allied Jew-
ish Campaign of the Jewish Wel-
fare Federation and its agencies,
and many civic organizations. He
made the featured address at the
50th anniversary celebration of the
United Jewish Charities in 1950.
Charles C. Simons' generosity to
the community culminated in one
of the largest bequests ever re-
ceived by the United Jewish Char-
ities. "The Charles C. and Lillian
B. Simons Fund of the United
Jewish Charities will serve to con-
tinue their good work in perpetu-
ity," reflected Erwin S. Simon,
UJC president.
Officers of the United Jewish
Charities include Mrs. Joseph H.
Ehrlich, vice-president; William
Avrunin, secretary; Louis Taba-
shnik, treasurer; Milton J. Miller,
chairman of the endowment com-
mittee.
