vival in the modern world."
He asserted that "these are not
altogether separate and distinct
from. the problems confronting
Israel but are often closely re-
lated. The conflict between Israel
and the Arab states has broad-
ened and is having its repercus-
sions even on Jewish communities
in countries under democratic
regimes," he said. -
Dr. Neumann further asserted
that "emissaries and agents of
numerous Arab states are develop-
ing a virulent anti-Jewish and
blatantly anti-Semitic propaganda,
linking up with neo-Nazi and neo-
Fascist elements wherever they
exist. The apparatus of Arab gov-
ernments with their diplomatic
facilities and large budgets are
being harnessed in this campaign."
The Zionist leader maintained
that "this constitutes a new and
serious problem, not exclusively
Israeli in scope, but falling within
the province of Zionist and Jewish
responsibility."
Citing the threats to the fu-
ture of all Jewish communities
in many parts of the world, he
urged that the "World Zionist
Organization, originally created
as a political instrumentality on
behalf of the Jewish people,

The question of meeting the problems of service to Jewish unmar- wills and bequeath for the benefit
ried mothers and arranging for adoption of their children is now
occupying the attention of a number of Jewish communities . . More
than 20 of the larger Jewish communities operate services to unmarried
mothers who are licensed to provide adoption services under Jewish
auspices . . . About one - half of the communities with Jewish popula-
tions of between 10,000 and 25,000 are similarly maintaining services
for unmarried mothers and for adoption . . . So do more than 20
communities with populations between 5.000 and 10,000 Jews . . . In
several of the .larger cities these services are rendered by specialized
child care agencies . . In New York City, the Louise Wise Services
is a specialized agency serving unmarried mothers and making adoptive
placements . . Statistics on unmarried mothers are not exactly reliable I
since illegitimate births are not always so reported . .. However, there
is a marked increase in the number of Jewish children placed in
adoption . in the course of one year, Jewish agencies in the larger

communities placed more than 425 children in adoptive homes . . .
Half of them were placed through the Louise Wise Services in New
York ... . Outside of New York City, the number of children placed
during the - same year ranged from 50 in Los Angeles to one in Mil-
waukee . . . In their search for secrecy and confidentiality, some
unmarried Jewish mothers leave their home communities and seek
help in other communities . . . Recognizing this development a
number of Jewish community agencies serve non resident unmarried
mothers . . . Applications by unmarried mothers from out-of-town
communities to the Louise Wise Services of New York City had been
increasing markedly during the last few years . . . The Council of
Jewish Federations and Welfare Funds, in studying the developments
in services to unmarried mothers and in the adoption field, has
established that such programs are found in communities in all parts
of the country and in widely scattered areas . . . Jewish community
agencies with licenses to carry on adoption work are existing in corn-
munities as small as 2,000 estimated Jewish population, according to i
David Turkeltaub, CJFWF expert, who made a study of the problem.

in this country emerges from the findings of a study on the
educational and experience background of the full-time workers in
the centers . . . The study, conducted by the National Jewish Welfare
Board, estimates that the total number of full-time workers employed
in Jewish Community Centers is 1,350 . . . Of these, 832 replied to a
questionnaire sent out by Arhtur Brodkin,- JWB regional consultant
. What did the replies establish? . . . They have shown that more
than 90 per cent of those who replied are under 50 years of age, and
that about one-third of them are under 30 years of age . . .,Twenty
per cent have more than 15 years of experience in community center
work and 39 per cent have more than 10 years' experience . . A
preponderant portion of them—more than 90 per cent—hold a college
degree and more than half graduated from a school of social work .. .
What about their Jewish education? . . . On this question the study
comes to the conclusion that Jewish Center workers may lack a solid
Jewish education . . . Although the participants in this study have the
kind of Jewish education which compares rather favorably with the
level of Jewish education of the general Jewish population, the
question is posed whether this is sufficient in view of the role the
