Rep. Farbstein ^Maps House Drive to Resurrect
Ribicoff Denunciation of Soviet Anti-Semitism

WASHINGTON (JTA) — A drive
Will be made in the House of Rep-1
resentatives, when Congress re-
convenes, to adopt a new resolu-
tion resurrecting the spirit of the
deleted Senate "Ribicoff amend-
ment," denouncing Soviet anti-
Semitism, Rep. Leonard Farbstein,
New York Democrat, announced.
Meanwhile, h ow e v e r, it was
learned - that another congressman
of Jewish faith, Rep. Abraham J.
Multer, New York Democrat, en-
dorsed the Fulbright substitute
amendment which replaced the
more specific and forceful Ribicoff
measure.
The deleted Ribicoff amend-
ment to the Foreign aid bill piu-

Jews, while a substitute by Sen.
W. J. Fulbright eliminated all
direct reference to that problem,
and merely spoke of the persecu-
tion of any persons, because of
their religion, anywhere in the
world.
In remarks on the House floor
immediately before adjournment,

Rep. Multer lauded the vaguely
worded Fulbright substitute, and
the action of the Senate-House
conference committee which Sub-
stituted it for the Ribicoff amend-
ment. He found Sen. Fulbright's
measure to be "most salutary." He
said "the conferees are to be com-
plimented" for adopting the Ful-
bright language. .
Sen. Fulbright, Arkansas Demo-
crat, who is chairman of the Sen-
ate Foreign Relations Committee,
was the lone senator to vote
against the Ribicoff amendment.
The Ribicoff amendment was fa-
vored by 82 senators.
Rep. Farbstein, the only Jewish
member of the House Foreign Af-
fairs Committee, said "It is vital
that the Congress serve notice to
the Kremlin that the Congress will
not forget the plight of Soviet
Jewry." He said "it is a pity" that
the conference substituted the
Fulbright mendment for the
"really effe tive and meaningful

each of the peninsular cities In-
dicated and in Ceuta and Melilla.
With regard to relations between
the Spanish government and the
Jewish minority, Mazin said:
"Sinre ancient times a tacit un-
derstanding. a benevolent attitude.
has prevailed. In 1924 General
Primo de Rivera promulgated a
decree, of importance to all Sep-
hardic Jews, that is to say, Jews
who were expelled from Spain by
the Catholic sovereigns, in 1492. In
virtue of that legislation, many
Sephardic Jews, especially in
Greece,. Egypt and Turkey, were
able to obtain Spanish protection
and later Spanish nationality.
Spanish, governments since that
time have maintained this attitude
toward the Sephardic Jews. The
help which the present regime pro-
vided to Jews during the last
world war is well-known. More
recently, groups of Jews of Span-
ish nationality proceeding from
Morocco, and numbering between
2,000 and 2,500, were able to estab-
lish themselves in Spain without
prejudice or discrimination of any

foreign aid bill).

Arthur • Goldberg Is Credited for Shift
to Liberalism by U. S. • Supreme Court

NEW YORK (JTA) — The ap-
pointment during the past year of
Supreme Court Justice Arthur J.
Goldberg, replacing Justice Felik
Frankfurtei, has swung the balance
of the United S t al e s Supreme
Court more sharply to the liberal
side, according to the annual sum-
mary analysis of the court's de-
I cisions, issued by the commission
on law and social action of the
I American Jewish Congress.
The summary, which was re-
leased on the eve of the new term
of the Supreme Court, noted that,
during its last term, the court de-
cided a higher percentage ofis cases
in favor of individuals exercising
their constitutional freedoms than
ever before in its history.
Justice Goldberg's role in shift-
ing the center of the court more
strongly to the liberal side was
shown by an analysis of the record
f the court before and since his
