Reviewing Israel's growth and
pointing to the importance of the
Negev in Israel's future develop-
ment and as a center for the
settlement of large numbers of
newcomers, Dr. Schwartz de-
dared that through Israel "we
are writing history, we are build-
ing a future, we are reviving an
heroic tradition."
Among the results of Israel's de-
velopment, Dr. Schwartz pointed
out, was the enrollment last week
of 725.000 children in the country's
public school system, compared
with less than 80.000 who were in
the land's Jewish schools in 1948.
Describing the present year as a
year of water, "when the natural
water carrier was brought to com-
pletion and will propel water to
the Negev." Dr. Schwartz said that
an entire new region thus will be
opened up for development and
settlement. He also pointed to the
great_ desalination plan which
eventually will make, the waters of
the Mediterranean available for
Israel's use.
