BONN.—The West German
government is considering whe-

ported here Tuesday.
According to Article 26 of
the West German constitution,

involved in such actions to pun-
ishment. The source for the
report stressed that Egyptian
leaders have constantly declar-
ed they plan to attack Israel.

Ben-Gurion had transmitted
to the Cabinet his dissatis-
faction over the "dangerous"
turn in Israeli policy from
anti-Egyptian to anti-German.
Ben-Gurion reviewed the is-
sue of the German scientists
employed by Egypt as well as
the question of publishing fur-

Ben-Gurion reiterated that he
stands behind all actions taken

statements on the issue made

Ben-Gurion tried to dissipate

the government. He denied all
press reports which indicated
possible resignations from the
government. But reports still
persisted that Mrs. Meir sup-
ports the anti-German policy
while Ben-Gurion opposes that
line, and that she might resign.

U.S. Envoy Confers
with Israelis on
Arab Refugee Issue
JERUSALEM — American
Ambassador Walworth Bara-
bour met with Israeli leaders,
including Mrs. Golda Meir, in
what was reliably reported to
be a resumption of talks in the
problem of the Arab refugees.
The meeting was officially re-
ported to have dealt with a re-
view of regional problems.
The talks were in line with a
previously reported United
States initiative dating back to
the previous United Nations
General Assembly to seek an
end to the deadlock on the is-
sue. The resumption of the
talks in Israel were delayed by
the Prime Minister's recent va-
cation. The issue was taken up
last December at a meeting be-
tween President Kennedy and
Mrs. Meir in Washington.
Israel's stand in the parleys
with the United States were
worked out last January at a
high level meeting of the Prime
Minister, Mrs. Meir, Avraham
Harman, Israel's Ambassador to
the United States, and Michael
Comay, the envoy to the United
Nations. Following that meet-
ing, the Prime Minister dis-
cussed Israel's position on the
issue with Barbour last January.
