`Spiritual Strangulation' of Jews Jewish Forward Marks 65th Publishing Year
NEW YORK (JTA)—President cated struggle for a better life American Jewish life in the past
Is Soviet Policy, Researcher Says Kennedy
and Israel's President for the working masses in a re- and present.

NEW YORK, (JTA) --- Full
documentation of the official
Soviet government policy of
"strangulation" of Jewish life
in the USSR—not only lingual,
cultural and religious, but even
educational, civic and political
—is detailed - in. an article in
the January issue of "Foreign
Affairs,''' leading American
quarterly, published by the
Council of Foreign Relations.
The author is Moshe Decter,
an author and editor, who is
director of Jewish Minorities
Research.
Soviet authorities, declared
Decter, want the Jews to assimi-
late but "on the other hand,
they irrationally fear the full
penetration of Soviet life which
assimilation implies. .So the
Jews are formally recognized as
a nationality, as a religious
group, as equal citizens — but
are at the same time deprived
of their national and religious
rights as a group and of full,
equality as individuals."

the percentage of Jews in
local Soviets is less than one-
half of one per cent of the
total, whereas 'the Jewish
population of the USSR com-
prises a ratio twice as high-
1.09 per cent of the total
population.

Another favorite Soviet
"proof" of Jewish equality, re-
garding education,' was also
shown as false by Decter's in-
terpretive figures. Soviet au-
thorities point to the high num-
ber of Jews in institutions of
"higher learning," saying the
Jewish ,ratio totals 3.1 per cent.
Actually, Decter showed, the
ratio had been 13.5 per cent in
1935, while the proportion of
Jewish population had declined
o n 1 y slightly. Furthermore,
Decter.showed, the term "high-
er learning" includes not only
straight universities and col-
leges but also conservatories of
music and schools of journalism
in which there are heavy Jew-
ish enrollments.
On the religious level, Decter

Izhak Ben-Zvi led an illustrious
array of political personalities
and heads of Jewish and non-
Jewish organizations congratulat-
ing the Jewish Daily Forward,
world's largest Yiddish news-
paper published here, on the oc-
casion of its 65th anniversary.
The newspaper itself celebrat-
ed the 65 years of its existence
by publishing a 120-page issue
that reflects the growth of Amer-
ican Jewry over a three-genera-
tion span since the Forward was
founded.
President Kennedy's message
noted: "From its earliest days,
the Forward has played a vitally
important role in the lives of its
readers —. both by presenting,
them with important local, na-
tional and international issues,
and by helping many generations
of foreign-born Jewish-Americans
to become productive, concerned
citizens while maintaining the
cultural and religious tradiitons
of their homelands. The dedica-
tion of the Jewish Daily Forward
to the causes of justice and• so-
cial, economic and political free-
dom for all our citizens merits
the special commendation and
gratitude of us all."
President Ben-Zvi's message
declared: "Y o u r newspaper,
which accompanied the Jewish
immigrant on his life's path,
starting with his first steps in
the New World, made him take
pride in his significant achieve-
ments—whether in the commun-
al organizations of broad masses
of Jewish workers, in the reten-
tion of his Yiddish language, in
the guardianship of the treasures
of Jewish culture, or in his dedi-
