LONDON — A bill to make
discrimination on grounds of
race or religion a punishable
offense was defeated Monday on
a second reading in the House
of Lords after the Lord Chancel-
lor expressed opposition to the
measure. The vote was 41 to 21.
Lord Longford, arguing for the
bill, said that a meeting was
scheduled for July 1 by the
fascist National Socialist Move-
ment with the slogan "Free Brit-
ain from Jewish control." He said
that neither the Home Secretary
nor the police commissioner had
the power to prescribe a public
meeting on grounds of the politi-
cal character of the sponsoring
organization.

missioner's inability to refuse an
application for the meeting
strengthened the need for the
bill.
However, Lord Kilmuir, the
Lord Chancellor, contended that
racialism was "a problem of
human relations" and that the
only solution for it was "an in-
crease of understanding and tol-
eration."
Earlier, Lord Walston had
stressed that the bill was not
confined to barring bias on
grounds of color. He cited, among
other offenses the bill was meant
to eliminate. such barriers as dis-
criminations against Jews by golf
clubs.

the event featured an address by
Col. Yehuda Prihar, Israel's mili-
tary attache in Washington, and
by a program of entertainment
by three Israeli Sabras.
Presided over by Philip Slomo-
vitz, greetings were extended by
Dr. Samuel Krohn in behalf of
the Jewish Community Council
and Hyman Safran, who repre-
sented the Jewish Welfare
Federation.
Presentation of the American
and Israeli flags by the Jewish
War Veterans and Hashomer
Hatzair marked the formal open-
ing of the event. Dr. Richard
C. Hertz gave the invocation.

"Americans rejoice in the progress
made by the people of Israel in util-
izing their independence for human
advancement, rehabilitation of their
land. cultivation of the arts and sci-
ences, revival of their civilization
and culture and their cooperation in
the international community.
"It is recognized that Israel is en-
titled to a secure peace, founded in
justice and based on the dignity of
man. Such a peace, for Israel and the
entire world, is the hope of the
people of the United States.
"The people of Israel have known
hardship and persecution and from
this has come compassion which the
people of this new- nation have
showered on the one million immi-
grants and refugees from other lands.
For this Israel has the gratitude of
the free world.
"The prophetic vision of the found-
ers Is being realized as arid land
is made fertile, great new cities rise
and most of all by the progress in
exemplifying the principles of social
justice. Israel, which has known the
struggles of national birth, is sharing
its experience and knowledge and
technical skills with other new na-
tions. This is an outstanding example
of international brotherhood.
"It is proper that each anniversary
of independece be shared by the peo-
ple of Israel and her friends through-
out the world who glory in its
accomplishments."

Dr. Alan Westin, who address-
ed the delegates on the subject
"The Radical Right—an Evalua-
tive Appraisal," stressed the
need for responsible action and
comunity discipline in dealing
with the recent revival of the
radical movements and felt that
the social conditions existing in
Germany during the '20s and
'305 were greatly different from
those in the United States today.
