JERUSALEM, (JTA) — Fi-
nance Minister Levi Eshkol de-
clared that Israel will need
nearly $3,000,000,000 for invest-
ment in new development pro-
grams in the next half-decade.
He gave this figure in an ad-
dress to the conference of Jew-
ish leaders from the United
States, Canada and Latin Amer-
ica sponsored by the Isr a el
Bond Organization.
At another session, yr i m e
Minister David Ben-Gurion said
that if the Soviet Union opened
its gates, 1,000,000 Russian Jews
would emigrate to Israel within
a year. He recalled in that con-
nection a remark by Soviet
Premier Krushchev to a group
of American visitors that even-
tually the Soviet Union would
permit emigration.
