The 800 delegates from all

General Assembly of the Coun-
cil of Jewish Federations and
Welfare Funds, at the • Statler
Hilton Hotel, last night heard
proposals for priorities for im-
proved care of chronically ill and
the aged.
A proposed five-point program
suggests that homes for aged
remove age restrictions on ad-
missions; general hospitals should
not limit themselves to patients
with short illness but be prepared
to treat anyone who needs in-
tensive diagnostic work-up or
care; communities should develop
wider home care programs to

rial tribute to the late Leon
Kay, a former president of the

Kay's pioneering activities on
behalf of private investments
in Israel, his abiding interest
in the Haifa Technion and the
Kfar Silver Agricultural Insti-
tute of the ZOA; his dedication
to Jewish education and He-
brew culture which moved him
to be among the founders of
the Hillel Day School in De-
troit.

initiate a Leon Kay Memorial
Project in Israel.
