Rockwell Loses in 2 Courts Interest Shown in Soviet Union over Dead Sea Scrolls

Both Judge Reeves and Clark King, Chief Prosecutor,
expressed views similar to the stand of the anti-Defamation
league of Bnai Brith, charging that Rockwell sought to abuse
and exploit "free speech" guarantees. They said no legitimate
free speech issue was involved.
Judge Reeves said that when "free speech" becomes "per-
sonal abuse" and incitement to riot, it is no longer the legiti-
mate discussion of an idea. She said Rockwell's abuse caused
the riot and that the police did a good job. She said the
audience had a right to boo and heckle without being abused.
King in effect commended Washington Jewish citizens for
their degree of patience and tolerance of Rockwell's Nazi pro-
vocations. He said Rockwell's tirades were not only offensive
to Jews but to the general public.
Judge Reeves lectured Rockwell when pronouncing sen-
tence, stating that his language had been proven abusive and
that there had been no violations committed against anyone
until he used such language.
King said hecklers "were perfectly justified in trying to
drown him out" when he made defamatory remarks about
Jews. Judge Reeves made clear that she considered Rockwell's
disorderly conduct responsible for the trouble that occurred
at the rallies.
N.Y. Judge Denies Petition for Rally

NEW YORK. — New York State Supreme Court Justice
Henry Epstein Tuesday denied a petition filed by George •Lin-
coln Rockwell, self-styled leader of the American Nazi Party,
to compel city authorities to permit him to hold a public rally
in Union Square on an unspecified date. The petition had
been filed on behalf of Rockwell by the New York Civil Lib-
erties Union, which, however, clearly indicated it was only
interested in defending constitutional guarantees of free speech,
but disassociated itself completely from Rockwell's expressed
ideology.
The ACLU petition had been aimed at Mayor Robert
Wagner and Parks Commissioner Newbold Morris. Many
ganizations, Jewish and non-Jewish, entered the case as "Fri
of the Court," supporting the contention of the Assistan
Corporation Counsel who maintained that' the Rockwell p
should be denied on the grounds that a Rockwell rally
amount to incitement to riot and disorder.

NEW YORK, (JTA) — More
than 1,000 scholars • from 60
countries, including the Soviet
Union, showed great interest
in the Dead Sea scrolls and
in the recently discovered Bar
Kochba letters, at the 25th In-
ternational Congress of Orient-
alists held in Moscow, an Amer-
ican scholar reported.
Dr. Walter J. Fischel, profes-
sor of Semitic languages and
literature at the University of
California; at Berkeley, report-
ed these observations today
when he returned from the
Moscow congress. He was one
of a number of prominent Jew-
ish scholars from this country
attending the congress, held at
the University of Moscow from
August 9 to August 16. Other
prominent scholars from this
country in attendance were Dr.
Solomon Zeitlin, of Dropsie
College, who discussed the
Dead Sea scrolls; and Dr. Abra-
ham L. Katsh, of New York
University, an authority on Rus-
sian collections of rare Jewish
and Hebrew manuscripts.
