U.S. Expert's Appraisal of Israel
Economy Is Criticized by Banker

JERUSALEM, (JTA)-A re-
port on the industrial financing
.policy of the Israel government
prepared by an American con-
sultant for the United States
Operations Missi o n, was de-
scribed as "one-sided and self-
contradictory" by David Horo-
witz, Governor of the Bank of
Israel, in an interview with the
Jerusalem Post.
The consultant, Edward Ten-
nenbaum, president of the
Continental-Allied Company of
Washington, had asserted in his
report that Israeli industry was
severely hampered by a short-
age of working capital caused
by the Government's c r e di t-
restricting policies which gave
rise to an expensive b l a c k
market in credits.

Tennenbaum had also urged
the infusion into the country's
money supply of some 100,000,-
000 pounds ($56,000,000)—about
13 percent of the currency in
circulation:
The American expert chal-
lenged the Israel Government's
assumption that there was dan-
ger of inflation . as "no longer
correct."
Horowitz said easing of credits
would again start inflationary
preessures and deteriorate the
balance of payments. He quoted
World Bank and International
Monetary Fund reports which
described inflation as a destruc-
tive element in Israel's economy.
Even a ten percent increase in
the annual volume of credits was
excessive, Horowitz declared.

`Just Do More,' Ben-Gurion Urges
American Labor Zionist Visitors

TEL AVIV, (JTA) — Prime
Minister David Ben-Gurian. re-
treated slightly at a meeting
with a group of American
Labor Zionist leaders from his
frequently state d contention
that there was no longer any
distinction between Zionists
and non-Zionists.
One of his guests asked him
whether, in view of his stand
on the issue, it would not be
advisable to give up the Labor
Zionist movement and for the
visitors to stop being Labor
Zionists. The Prime Minister
responded: "No! Just do more."
He appeared delighted that
so many young persons were
at the helm of the U.S. Labor
Zionist movement.• The infor-
mal session took place at Mr.
Ben-Gurion's office at the 'De-
fense Ministry. •
Previously, the group met
with Former Prime Minister
Moshe Sharett to discuss Ameri-
cans in Israel. Mr. Sharett told
the visitors that he had initi-
ated the introduction of legisla-
tion'to amend Israel civil serv-
ice. regulations to end a re-
quirement of loyalty oaths for
government positions, which
would be retained only for cer-
tain vital posts.
Since Israel was "a special
kind of country with special
kinds of problems, there is no
need to enforce such rules that
could only harm," Sharett said.
"Why place needless obstacles
in the path of integration?" He
added that many such problems
Would find their solution even-
tually.
This was understood to be a

reference to a rule which re-
quires civil servants to sign a
loyalty oath. Such an act is con-
trary to the United States Con-
stitution and many Americans
are, therefore, barred from
taking government positions, ex-
cept on special contracts. Mur-
ray Weingarten of Kibbutz
Gesher Haziv, a former Ameri-
can, told the session that Ameri-
can settlers have founded 25
settlements in Israel.

WASHINGTON—Despite the
r e c e n t emergence of "neo-
Nazi" youth groups and a swas-
tika fad in various American
cities, teen-agers are apparently
less prejudiced than a d u l t s
about the religious affiliations
of political candidates, as indi-
cated by a poll of students con-
ducted by the Institute of
Student Opinion and a Gallup
poll of adults.
Some 12.8 percent of all stu-
dents said they would oppose
the election of a Catholic for
President; 16.7 percent would
cppose a Jew; and 38.5 percent
would oppose the election of
a man who was "not a member
of any established religious
faith." Three percent of the
students would oppose the elec-
tion of a Protestant.
A 1958 Gallup poll showed
25 percent of adults opposed
to the election of a Catholic,
28 percent to a Jew, 75 percent
to an "atheist," and 3 percent
to a Protestant. Gallup sub-
sequently announced a drop in
opposition to a Catholic candi-
date to 20 percent. According
to current research, it appears
to have been further reduced.
Boys generally proved more
prejudiced on religious grounds
than girls. The older the boy,
the higher the prejudice. The
younger the girl, the lower the
prejudice.

to '60 Olympic Games

JERUSALEM, (- J T A ) —
Israel's contingent to the
Olympic games in Rome will
consist of 34 members, it was
announced here.
There will be 12 soccer
players, seven field athletes,
four swimmers, three physi-
cal trainers (one woman),
two weight lifters, two fenc-
ers, two target shooters and
two bicyclists. The partici-
pants were chosen by the
local Olympic Committee and
were specially trained dur-
ing the past year.

Conversion of Israel Bonds into
Currency Increased Markedly

The
conversion of Israel bonds into
local currency has increased
considerably this year, mainly
because of the large influx of
tourists and the increased vol-
ume of private investment.
A total of $13,600,000 in Is-
. rael bonds has been redeemed
for Israel currency during the

first half of this year as corn-
pared with a total of $9,200,000
during the same period last
year.
Israel bonds purchased
abroad may be exchanged for
Israel currency by tourists to
cover their expenses in Israel,
by charitable institutions re-
ceiving bonds as contributions
and by any person investing the
proceeds in Israel pounds in lo-
cal enterprises.
Of the total converted during
the first six months of 1960,
$6,700,000 was redeemed for
investment purposes, while $2,-
500,000 was exchanged by tour-
ists. A total of $8,800,000 worth
of Israel bonds was converted
during the entire year last year
for investment purposes, while
$2,500,000 was exchanged by
tourists in 1959.

cancellation of the Renault con-
tract with Kaiser-Frazer of Haifa,
they would build a plant in Egypt

stead, have entered into a con-
tract with Renault's rival, the
Simca Company.
Since last November, the
Renault company has sold only
430 cars throughout the entire
Middle East—considerably less
than the Israel market alone ab-
sorbed, and less than the export
of Renaults assembled in Haifa
for sale in other countries.

favored a Jewish President,
78.0 percent said it made "no
difference;" 16.7 percent ex-
pressed open opposition.
Twenty-eight percent of the
3,144 adults polled by Gallup
said "no" to a Jewish president.
Ten percent said they "don't
know."

New Turkey Premier
Tells. Jews He Is
Foe of Religious Bias

ISTANBUL, (JTA)—General
Cemal Gursel, the new Turkish
premier and head of state, took
the initiative to indicate that he
will tolerate no anti - Jewish
propaganda in Turkey.
In his firSt contact with a
group of Jews, he declared:
"For the creation of national
unity, differences of race or
religion should no longer be a
problem. Differences of religion
do not count for us. We must all
work together. I, for instance,
am a man first, then a Turk and
then a Moslem."
General Gursel .made this
statement at the Anadolu Club
in Buyukada, a resort island
near Istanbul, during a ball
launched for the benefit of the
Treasury. This club has many
Jewish members.
Premier Gursel, himself, vis-
ited a table where several Jews
sat. He was given an enthusias-
tic welcome and warmly cheer-
ed after his short statement.
Earlier 'in the season, there
was a heated discussion at the
club during the election of mem-
bers for the administrative com-
mittee. One membe_. said . that
the club was "invaded" by Jews.
Gursel's words were considered
by the Jews as a good answer.

Pennsylvania actually men-
tioned Sen. Javits at the con-
vention.
In Democratic circles, a
highly placed and emerging
figure is Governor Abraham
R i b i c of f of Connecticut. He
played a leading role in the
Kenn e d y campaign and has
been mentioned as a possibility
for a Cabinet post or a future
Vice-Presidency.
The candidacy of Sen. Ken-
nedy, a Catholic, for the White
House may be helping to break
o w n stereotyped thinking
about the chances of religious
minority members in politics.
