Jewish Information Bureau Gets
Query: Helsinki Mikvah Hits Snag

The Jewish Information
Bureau, Inc. constantly receives
questions. relating to Jewish
life and thought from individ-
uals and organizations through-
out the country. Many come
from communities in distant
lands. and perhaps the most un-
usual inquiry which reached the
bureau, its office at 250 W.
57th St., New York, was from
the Jewish community of Hel-
sinki, Finland.
The Kehilla, officially known
as Judiska Forsamlingen I Hel-
singfors, is constructing a new
community center and attached
to this structure there is to be
a mikvah, or ritual bath, as
ordained in basic Jewish law.
The problem is that of striking
water, and, according to the
letter, "there is practically no
possibility to obtain ground
water from a well on the site
of the building which has rock
(granite) ground. A very deep
drilled well is possible in theory
to construct, but such a well in
the vicinity produced radioac-
tive water and its use was pro-
hibited by the authorities of
the city."

The communication goes on
to say: "The other possibility,
of using rain water, is also
meeting serious objections. The
rain water will be dirty be-
cause of the impurities of the
town air and during the long
winter only very small quan-
tities of water could be ob-
tained by expensive melting of
the snow on the roof. The rain
water, which has to be preserv-
ed in covered cisterns will be-
come unusable in a few days,
smelling and dirty.
"Could you indicate to us how
all such difficulties could be
overcome? Is there some liter-
ature on that matter? Could
you indicate a work treating in
detail how a mikvah is usually
constructed nowadays in U.S.A.
or in Canada where the climate
conditions are similar to our
o wn."
The writer of the letter, J.
Bassin, executive secretary of
the Jewish community in Hel-
sinki, says f u r t h e r that "it
would be very valuable for us
to obtain some designs or de-
tailed descriptions of the exist-
ing installations." Eager for
advice and guidance in the mat-
ter, the writer anticipates an
early and helpful reply.
The Information Bur,eau re-
fers questions of a religious
character to recognized rab-
binical authorities. This matter
has been placed before both
the Union of Orthodox Rabbis
of the United States and Cana-
da and the Rabbinical Council
of America. The director of the
bureau, Bernard G. Richards,
has been assured that every
form of possible advice and as-
sistance will be given to the
community in Finland.

LONDON, (JTA)—A United
Nations conference on crime
was told there was an "evident
relationship" between racial
prejudice and juvenile delin-
quency particularly in countries
of high living standards like
the United States. Britain and
West Germany.
Dr. Maurice L. Perlzwig of
the World Jewish Congress
told the UN Congress on Pre-
vention of Crime and the Treat-
ment of Offenders here that the
relationship had become ap-
parent in the swastika epidemic
and wave of anti-Semitic inci-
dents- that broke out last winter.
"The growth of juvenile delin-
quency in the most highly in-
dustrialized societies," he told
the congress, "carries with it a
serious threat of the growth of
racial prejudice among the
youth."
He noted that one aspect of
this relationship had been ap-
parent in the large American
cities, notably New York, in the
fighting among youthful gangs
based on race. He said that
much fighting might be re-
garded as almost inevitable
where racial groups of widely
differing cultural traditions
came together.
"But what is more dis-
turbing," he declared, "is the
evident relationship between
racial prejudice and juvenile
delinquency which has be-
come apparent in the recent
wave of swastika and anti-
