study is based on reports he
has received from the govern-
ments of every one of the 82
member nations of the U.N. On
Jan. 11, the subcommittee will
convene its annual three-week
session, which will have to con-
sider Dr. Krishnaswami's study.
It will be interesting to note the
Soviet Union's reaction to the
Indian's proposed set of basic
rules.

"In some countries," de-
clares Dr. Krishnaswami, "the
law precludes the Jewish rit-
ual form of slaughter. Such
laws may not expressly pro-
hibit shehitah, but their in-
tent as well as their effect
may be to prevent the observ-
ance of this rite."

that in his survey he was tak-
ing into account not only the
"de facto" situation but also
the "de jure" situation. In
other words, he was relying
not only on laws that may read
well—as in the case of the So-
viet Constitution—but also on
the practices which emphasize
the gap between law and ac-
tuality.
It may be a long time before
a set of basic rules like those
drafted by Dr. Krishnaswami
are adopted by the United Na-
tions and enacted into inter-
national law.
The fact is, however, that
this study now is a part of the
UN record—and that, at least
in the subcommittee, the study
will be debated next month. The
Indian scholar has made a vast
contribution to the subject as-
signed to him by the subcbm-
mittee. It is. now up to others
to continue "the championship
of human rights," in the field
of religion as well as in other
fields.

Among the basic rules pre-
scribed by Dr. Krishnaswami is O
one stating: "No one should be
prevented from observing the
dietary practices prescribed by
his religion or belief." The
study proposes that "where the
Government controls the means
of production and distribution,
it should place the objects
necessary for observing dietary
practices prescribed by particu-
lar religions or beliefs, or the
means of producing them, at the
disposal of members of those
religions or beliefs."
Other basic rules drafted by
Dr. Krishnaswami are of direct
concern to Jews in the Soviet
Union as well as Jews else-
where. Throughout, he holds
that governments must provide
religious groups with the means
for training their clergy, for
obtaining foods and other ar-
ticles needed for their religious
observances, for disseminating
their religion, for genuine free-
dom of worship, for observing
their day of rest and religious
holidays. It is clear from a
reading of the basic rules that,
while they apply to many other
faiths in many countries, they
are certainly applicable to Jews,
specifically Jews in the Soviet
Union.
Throughout his study, Dr.
Krishnaswami stresses the fact

The rules are included in a
30,000-word study on discrim-
ination in religious rights and
practices by an Indian social
scientist, Dr. Arcot Krishnas-
wami, a member of the Hu-
man Rights Commission's
subcommittee on prevention
of discrimination of minor-
ities. The 12-member commit-
tee includes experts serving
in their individual capacities,
but named by their govern-
ments.
Judge Philip Halpern, of
Buffalo, a well-known Jewish
communal le a de r, is the
American member of the sub-
committee. Two Communist
states are represented—Rus-
sia and Poland; and there are
t w o members representing
Arab states, Lebanon and the
United Arab Republic.
Dr. Krishnaswami is the sub-

STUTTGART, (JTA) — The
Central War Crimes Investiga-
tion Commission reported it
would press about 20 large scale
war crimes trials in 1960, in-
volving 150 defendants, in a fi-
nal attempt to bring war crimi-
nals to justice before the statute
of limitations expires. The dead-
line is 1960 for crimes of homi-
cide and 1965 for murder. The
defendants include Nazi offi-
cials who participated in anni-
hilation of Jews.
