Ben-Gurion Suinits 5-Party
Coalition Cabinet to Knesset

JERUSALEM — A five-party coalition mustering
86 of the 120 votes in the Knesset was presented to the
house Wednesday night by Premier David Ben-Gtrion.
The new government consists of David Ben-Gurion,
Premier and Defense Minister; Golda Meir, Foreign Min-
ister; Levi Eshkol, Finance Minister; Giora Josephthal,
Minister of Labor; Moshe Dayan, Minister of Agriculture;
Zalman Aranne, Minister of Education; Behor Shitreet,

Minister for Religious Affairs,

Ben-Gurion had insisted that
all members of the Cabinet be
bound by Cabinet decisions and
had proposed a "discipline
clause" as a condition for par-
ticipation in the coalition.
This clause provided that a
member of the Cabinet who
votes against a government
imeasure must resign. To ensure
this, Ben-Gurion demands legis-
lation empowering the Cabinet
majority to dismiss a minister
who does not resign as a result
of defection. The Premier wants
to avoid any repetition of what
happened last year when the
representatives of the Mapam
and Achdut Avodah in the gov-
ernment and their party mem-
bers in Parliament voted against
the government on the German
arms issue. When the ministers
refused to resign, Ben-Gurion

They considered the play "de-

chased by CBS, approved by the
CBS editing department, and
was to have been taped in Holly-
