Dr. Eisenstein structionist
magazine, according to an an-
nouncement by Herman Levin,
chairman of the board of direc-
tors of the foundation. Dr.
Eisenstein will succeed Dr.
Mordecai M. Kaplan as chair-
man of the magazine's editorial
board. Dr. Kaplan- foUnded the
Reconstructionist movement in
1935. Dr. Eisenstein has been
one of the foremost spokesmen
of the movement since its
inception.

The Hon. J. PAUL BEAU-
LIEU, Canadian Minister of
Trade and Commerce, will rep-
resent the Province of Quebec
in a special ceremony being
held in Trois Rivieres, next
Thursday, 2 p.m., at which a
plaque will be mounted in
Champlain Park to commem-
orate Ezekiel. Hart who was
elected as a member of the Leg-
islative •Assembly _ of Lower
Canada in 1807 and 1808. This
is one of the events marking
the Bicentenary of Canadian
Jewry sponsored by Canadian
Jewish Congress.

Hubbell, has been reelected
to a fourth term as chairman
of the Michigan State Legis-
lative Committee Brotherhood
of Railway Clerks with head-
quarters at the Hotel Olds,
Lansing. Jacoby, while lobby-
ing for the interest of the
railway clerks, has assisted in
Jewish legislation matters.

election of PAUL KAPELOW,
New Orleans builder and com-
munal leader, as chairman of
the Bnai Brith Foundation of
the United States. The newly-
established Foundation is a tax-
exempt fund - raising arm for
the support of the educational,

tivities conducted by Bnai

. JERUSALEM, (JTA) — A
Stanford University professor is
directing the drafting of Is-
rael's first overall five-year de-
velopment plan, which, it is
hoped, will raise Israel's gross
national product by eight to ten
percent annually.
The goal is to boost exports to
compensate for the gradual de-
crease of capital imports which ;
by the end of the five-year per-
iod, may be $150,000,000 small-
er than at present.
Prof. Hollis B. Chenery has
been invited, through the Uni-
ted Nations Technical Assis-
tance Program, by the Bank of
Israel, the central state bank,
to supervise the preparation of
the plan which, it is hoped,
would- tide Israel . through the
1960-1965 period, expected to
be the toughest economically in
th, history of the 11-year-old
nation.
The gap of Israel's foreign
trade now is about $350,000,000
a year. This deficit is made up
by United States Government
and private aid, sale of- Israel
bonds, West German repara-
tions payments and individual
restitution payments' from Ger-
many to Israel citizens, and pri-
vate investments from abroad.

VANIER, Governor-General of
Canada, received the Proclama-
tion of Faith and Thanksgiving
issued by the Canadian Jewish
Congress to mark the 200th year
of continuous settlement of
Jewry in Canada since Aaron
Hart, the first Jew, settled in
Three Rivers, in 1759. This Pro-
clamation, beautifully illuminat-
ed on parchment, in four lan-
gauges, English, French, Yid-
dish and Hebrew, was presented
at Government House, Ottawa,
Tuesday, by Samuel Bronf-
man, president of the Canadian
Jewish Congress, Lavy M. Beck-
er, chairman of the national bi-
centenary of Canadian Jewry,
Saul Hayes, national director of
the •Canadian Jewish Congress,
accompanied by a group of Con-
gress officials. -

World Bank to Study
Israel's Loan Request

WASHINGTON, (JTA) — A
technical delegation of the
World Bank is now being form-
ed and will pro-ceed to Jerusa-
lem within the next few weeks
to study Israel's request for a
loan, it was learned here this
week.
Meanwhile, sources from the
Bank revealed that Egyptian
Finance Minister Kaissouna left
Washington without a decision
having been reached on the loan
sought by the United Arab Re-
public to improve the Suez
Canal.
The Bank, t h es e sources
stressed, was well aware of the
Canal transit issue aired over
the past two weeks in the Unit-
ed Nations. Several important
U.S. Congressmen and Senators
have objected to the Egyptian
loan, as long as the Suez is
blockaded against Israel.
It now appears as if the loan
has been delayed, but that it
ultimately will be approved. A
possibility exists that the loan
will be issued not directly to
the UAR but to the Suez Canal
Authority.
This move would place great-
er emphasis on the economic
character of the loan and side-
step the political issue.
