As the General Assembly con-

the torrid Suez issue, one of the
explosive items of this year's
session, Rachid Karame, Leba-

nese Foreign Minister, announc-
ed his country's support for the
United Arab Republic's position
barring Israel ships and goods
from the Suez.
He maintained that the stand
on behalf of freedom of naviga-
tion, voiced here now by more
than a dozen leading delegates,
including Israel's Foreign Min-
ister Golda Meir, were only
"tendentious allegations."
TO THE JEWISH COMMUNITIES
Karame told the Assembly
of Detroit, Huntington Woods, Oak Park,
that the Arab refugees must be
given "the right to return to

and effective presence of the
United Nations Emergency
Force which, as requested by
the Secretary General should
be allowed to continue its ac-
tion."
Osten Unden, Foreign Min-
ister of Sweden, brought in
the Suez Canal issue in the
context of the refusal of some
members of the UN to accept
the jurisdiction of the Inter-
national Court of Justice at
the Hague.
The Stockholm statesman
then said that the question of
the court's jurisdiction "leads
to the question whether that
controversy of many years
standing between Israel and
Egypt, now the United Arab
Republic, concerning the free .
passage through the Suez Can-
al, could not be brought to a
solution by having recourse to
the international court.. I am,
however, not quite convinced
that an elucidation of the legal
aspects of this controversy
would touch the principal
points of the dispute.

sis that a state of war exists
between the two countries and
that the Suez convention as it
has been applied in practice
does not prevent the United

war from taking blockade
measures for security reasons."
He warned that if the issue
did go to the international
court and that if the court

i
"could it not be feared that
the United Arab Republic
would take sharper measures
with a view to justifying the
alleged 'state of war.' "
Unden declared that as far
as he could see "this problem
in its essence is hardly a ques-
tion of juridical subtleties in
connection with the concep-
tion of a 'state of war.' " In-
stead, he said, "the question
is whether it could be consid-
ered reasonable that two mem-
bers of the United Nations for
years find themselves in a war-
like relationship. If there is
war it should be the duty of
the states involved to make
peace. This is simple common
sense, . so much more so be-
cause the blockade cannot be
of any practical vahie for the
United Arab Republic, while
it does harm the shipping in-
terests of many other • coun-
tries.
"Sweden, too, is suffering
from the blockade. In evi-
dence of this I should like to
mention that the Swedish Sea-
man's Union has requested its
government to work for the
cessation of the blockade."
Richard G. Casey, Austra-
lian Minister for External Af-
fairs, approached the Suez is-
sue and also referred to the
Arab refugee prOblem. He
seemed to endorse the plan
of Secretary General Hammar-
skjold for integration of the
Arab refugees into the econo-
mies of the Arab lands. He
said that the "fundamental
problem in the Middle East
is to increase production at a
faster rate than the rise in
population in certain Arab
countries."
