as Result of Hammarskj old Visit

TEL AVIV—Israel's officers,
accompanied by United Nations
observers, 'began in investiga-
tion Tuesday of a new infiltra-
tion incident, in which a num-
ber of Syrians attacked two Is-
raeli shepherds of Kibbutz Sha-
mir in Upper Galilee.
Israel charged that the infil-
trators intended to ambush the
shepherds but their automatic
fire missed the intended vic-
tims who managed to escape.
The incident reportedly took
place a few miles inside Israel
territory.

eran observers predicted that
Israel could expect increasing
pressure in the near future for
concessisons on the Palestine
Arab refugee problem. The pre-
diction was based on develop-
ments arising from United Na-
tions Secretary General Dag
Hammarskj old's current visit
to the Middle East.
One of the reasons for Ham-
marskjold's trip to the Middle
East was the disquiet of UN
member states over the refugee
situation. With the UN Relief
and Work Agency for the refu-
gees due to die in 1969, many
states would like to see steps
taken toward a solution of the
problem. The Western Powers
and many neutrals agree that
Israel cannot bear sole respon-
sibility for a solution of the
problem, but seem to feel that
an Israeli contribution would
help break the ice.
