Israel First to Back UN Role
Respecting World Arbitration

UNITED NATIONS, N. Y.,
(JTA)-Israel, which last sum-
mer lost a multi-million dollar
suit against the Soviet Union
in a Moscow arbitration court,
became the first country to
ratify a new. United Nations
convention on recognition and
enforcement of foreign arbitral
awards. Among the countries
that have already signed but
not yet ratified the convention,
is the Soviet Union.
The convention, which was
adopted at a special UN con-
ference last June, is designed
to assure that a private agree-
ment to arbitrate will be fully
respected by the courts of all
countries that become parties'to
this treaty.
A set of 12 basic rules for
the guidance of all states that
are members of the United
Nations toward the prevention
of discrimination in religious
matters was placed before the
UN.
The rules are proposed by a
famous Indian social scientist,
Dr. Arkot Krishnaswami, who
reported to the Subcommission
for the Prevention of Discrimi-
nation and Protection of
Minorities. That body, a unit
of the Human Rights Commis-
sion, is currently holding its
eleventh annual session here.
Religious rights of great im-
portance to Jews in many coun-
tries around the world are in-
cluded among the rules form-
ulated by Dr. Krishnaswami.
They relate to prevention of
discrimination with regard to

Dr. Gelbart, Agency
Advisor, Dies in N. Y.

NEW YORK, (JTA) - Dr.
Gerson Gelbart, noted Jewish
educator, educational consultant
for the department of Education
and culture of the Jewish
Agency and the American Asso-
ciation for Jewish Education
died here suddenly.
A graduate of Herzliah Gym-
nasium in Tel Aviv, Dr. Gelbart
received his PhD from Dropsie
College where he held the Oscar
S. Straus Fellowship. He was 50.
For a number of years he was
an instructor at Graetz College
in Philadelphia and at the Uni-
versity of Omaha. More recently
he lectured at the school of Edu-
cation of New York University.
After World War II, he was
director of education for the
Joint Distribution Committee in
Italy. He devoted much of his
time to research in Jewish edu-
cation and was a member of
learned societies.

Detroit Chabad Groups
to Obesrve Yahrzeit
of Lubavitcher Rebbe

Sunday night will mark the
yahrzeit of the late Lubavitcher
Rebbe, Rabbi Yosef Yitzhak
Scheerson. Detroit adherents of
the Lubavitcher Chabad move-
ment will join with followers
throughout the world in ob-
servance of the occasion.
The rabbi died in 1950 in this
country, having been forced to
leave the Soviet Union in 1927
for refusing to discontinue re-
ligious teaching.
A Detroit delegation headed
by Rabbi Beryl Shemtov will
be leaving for New York on
Sunday so that they can ob-
serve the Yahrzeit in New York
with the present Lubavitcher
Rebbe, Rabbi Menakhem M.
Schneerson. Locally, the occa-
sion will be celebrated at Cong.
Nusach Hari, Anshei Lubavitch,
Holmur, corner Duane.

There are 3,887 physicians in
active practice in Israel, mak-
ing Israel one ..of the world's
best-cared for populations. This
figure means one doctor to 400
persons.

Now that the shooting is over
in Cuba, how can a Jewish col-
umnist fail to mention that ac-
cording to the best authorities
the first European to settle in
Cuba was a Jew, Luis de Torres?
De Torres and Alonzo de
Calle, also a Jew, were the two
men Columbus took along with
him to negotiate with the lead-
ers of the Cuban natives. De
Torres was Columbus' interpre-
ter. Columbus of course thought
he was somewhere around Pe-
king, in China, or Bombay, In-
dia.
De Torres is generally sup-
posed to have been the man
who introduced tobacco in Eu-
rope. By all accounts, he him-
self liked Cuba so much he
settled, lived and died there.
- 'A book has just appeared
which throws much light on
the Jews who had some associa-
tion with the Spanish-American
war. It is Harry Simonhoff's
sequel to his first volume: "Saga
of American Jewry." _
Three of those whose biogra-
phies are to be found in this
volume had a conspicuous rela-
tion to the war which freed
Cuba. The first was Admiral
Adolph Marix. The incident
which made the war with Spain
inevitable was the blowing up
in the Cuban harbor of the
U.S.S.-Maine. After that, every-
where in the U.S. you heard the
slogan, "Remember the Maine."
It was hard to forget it when
several hundred American sail-
ors had lost their lives in it.
Admiral Adolph Marix was
appointed secretary of the Board
of Inquiry which attempted to
fix responsibility for the blow-
ing up of the Maine. He had
formerly been an officer on the
Maine. The report written by
the Jewish admiral held Spain
responsible for the explosion.
A war for circulation between
newspaper publishers Joseph
Pulitzer and Wm. R. Hearst no
doubt also contributed to bring
about the war with Spain.
As Simonhoff points out in
his biography of Pulitzer, this
journalistic genius was only
half a Jew and the fact of the
matter seems to be that Pulitzer
was very willing to be quiescent
about that half, but his journal-
istic enemies always reminded
people of it.
The Jewish Senator from
Maryland, Isidor Rayner, who
had played a prominent part in
a controversy about the battle
of Santiago, was one of those
who took a foremost stand
against imperialism, demanding
that the U.S. relinquish control
of all territories which had come
into her possession during the
war. This policy prevailed.
While we held on to the Philip-
pines for a while, the only net
gain to the U.S. was Puerto
Rico and even here, the U.S.
has shown its willingness to
give the island independence
if she wants it, but then Puerto
Ricans are smart enough to
know that they have it better
in the United States.

Immigrant Named First
Jewish Cabinet Member

HAVANA (JTA) - For the
first time in the history of
Cuba a Jew has been named a
member of the Cabinet, it was
revealed here.
He is Enrique Oltuski, son of
immigrant parents from Poland
who settled in Santa Clara
where they still have a shoe
factory. An engineer and grad-
uate of the University of
Miami, Florida, Sr. Oltuski at
29 years of age is Minister of
Communications in the Provi-
sional government of President
Manuel Urrutia. He had joined
Fidel Castro in the revolution-
ary movement.
