NEW YORK, (JTA)—The es-
tablishment of a $100,000 loan
fund to help mortgage financ-
ing of housing for American
youths—sons and daughters of
members of the Zionist Organ-
ization of America—who have
gone to live in Israel was an-
nounced here by Abraham Re-
delheim, ZOA president.
Redelheim made the an-
nouncement at a meeting of the
national executive council of the
organization. He said this fund
will be in support of the mort-

dians in Israel for the purpose
of acquiring adequate housing
for Americans and Canadians in
the Jewish State.
He pointed out that the short-
age of mortgage financing in
Israel for prospective American
settlers has prevented many
Americans from carrying out
their settlement plans even
though they had overcome all
other problems such as lan-
guage, education and gainful
employment.
"The establishment of this
fund," the speaker said, "will
fill a long felt need of assisting
American young people in ful-
filling their ardent desire to
participate in person in the de-
velopment and upbuilding of
the State of Israel." He indi-
cated that American Jews in-
terested in this project may use
their Israel Government bonds
for this purpose.
Hitting at what he termed
"negativism", Radelheim earlier
called on the Zionist movement
to "wrest the leadership" from
communal leaders who act neg-
atively on issues affecting the
welfare of the Jewish commun-
ity.
He said, it is mandatory to
stern "the stagnation and con-
fusion both in the spiritual and
secular realms of our commu-
nity life."
Other speakers at the meeting
were Dr. Emanuel Neumann
who warned of Nasser's de-
signs, and Rabbi Max Nuss-
baum, chairman of the Council,
who scored Washington's inac-
tion aganst the Arab boycott
of American firms dealing with
Israel.
Israel Plans Free
Profits Transfer
for Its Investors

JERUSALEM — Unrestricted
freedom to transfer profits
abroad will be guaranteed for-
eign investors in Israeli busi-
ness and industry under a new
economic program being pre-
pared by the government, it was
announced here Tuesday.
The program to be submitted
to parliament soon, in the hope
it will achieve passage before
the end of the current fiscal
year, is aimed at attracting cap-
ital investment to Israel. It
would exempt from customs, ex-
cise and purchase imposts all
materials needed by enterprises
given official authorization.
The investors' property will
be exempted from inheritance
taxes.
In addition, the investor will
receive income tax concessions
for the first five years after the
investment is made. Approved
enterprises also will receive
concessions in relation to the
foreign currency loans they re-
quire and in loans of Israeli
pounds.
When passed, the measure
will be retroactive to last April.
Hitherto, foreign investors were
limited to ten per cent a year
in the export of their profits in
the form of foreign currency.
Sen. Kennedy to Press for
Relaxed Immigration Law
NEW YORK (JTA)—Senator
John Kennedy of Massachusetts
said that a change in U.S. basic
immigration policy is long over-
due and that in the new Con-
gress convening next month he
would press for legislation
eliminating the restrictive and
discriminatory features of the
Immigration and Nationality
Act of 1952.
The senator's statement was
issued in conjunction with a
study on immigration he made
for the Anti-Defamation League
of Bnai Brith.

paid to Morris Lieberman, chair-

and Norman Cottler for their
part in raising the initial $2,500
of the local campaign to a quar-
ter of a million dollars.

over a quarter of a century of
service to Histadrut were Max
Abrams, William Hordes, Mor-
ris Ginsburg, Julius M. Singer,
Tabock, Julius Zemmol, Abra-
ham Beitner, Laible Hoffmitz.
Jack Schreier, Harold Silver,
Max Shmukler, Maurice Gel-
fand, Benjamin Neimark and
Samuel Kane.
Mrs. Emma Schaver was one

5 Jews Defeated in
Australian Election
MELBOURNE (WJA) — All
five Jewish candidates standing
in the recent Federal elections
in Australia were defeated.
M. Ashkanasy, Q. C., fourth
on the Senate list of the Aus-
tralian Liberal Party in Victo-
ria, failed to win a seat. In East
Sydney, a Liberal stronghold,
Derek Montefiore-Castle polled
reasonably well. Mr. N. Roth-
field ran second in the Victor-
ian constituency of Balaclava.
Standing against the Minister
for External Affairs, a Mr. Gold-
bloom of the Liberal Party al-
so polled surprisingly well.
In Higgins, A. Schiff was de-
feated by a large majority,
standing against Harold Holt,
the Deputy Leader of the Aus-
tralian Liberal Party.
