Arabs Participate in May Day Parades;
Communists Instigate Clash at Nazareth
NAZARETH, (JTA)—A week-
long build-up of tension explod-
ed into violence here on May
Day in the largest Arab center
in Israel as Communists at-
tempted to hold demonstrations
in defiance of police regulations.
A dozen policemen were injured
by stones and an undetermined
number of Arab Communists
were shoved into police vans
and bundled off to jail.
Steel-helmeted riot police and
military police were on duty in
the morning, warned by earlier
incidents this week. The center
of early incidents was the head-
quarters of the Communist
Party in this town where Com-
munists attempted to address
crowds congregated in lots oppo-
site • and alongside the building.
Shmuel Mikunis, Israel's lead-
ing Communist, was seen look-
ing out the windows of the
headquarters, surveying the
crowd in the morning. Fifteen
minutes later, Emil Hibibi, Arab
Communist deputy, arrived and
began sneaking to the crowd
from a window. As he completed
his address, a hail of rocks fell
on the police, who promptly
charged and dispersed the
crowd.
Meanwhile, a Mapai parade
swung down the street and its
rear was stoned by Communist
Arabs. A few Mapai paraders
were hurt, including one Arab
boy who suffered a broken leg
and was hospitalized. In another
.development nearby, a youth
orchestra of Tel Yosef was
stoned by Arab boys, but appar-
ently without injury.
The Mapam refused to join
the Mapai parade, although it
was offered an opportunity to
carry banners denouncing mili-
tary government in Arab areas.
The Communists spurned an
offer to march with the Hista-
drut contingent. A representa-
tive of the American consulate
photographed the demonstra-
tions and the riots in front of
Communist headquarters.
An Israeli police inspector
was severely injured and 17
others hurt, when Arab Com-
munists at a meeting in the
village of Umel Fahem, on the
Jordanian border in the Samaria
district, rioted. The police had
been attempting to break up a
meeting called to protest - "po-
lice brutality" in Nazareth on
May Day.
Receiving advance informa-
tion that the Communists had
scheduled a mass protest meet-
ing in the village for yesterday,
the authorities warned the vil-
lagers, who are still under mili-
tary governorship, that the
meeting was illegal.
However, Tewfik Toubi, Arab
Communist Knesset deputy, be-
gan to address the meeting,
violently berating the Israel
Government. The police in-
formed the d e p u t y, who on
Thursday had been escorted out
of Nazareth, to come off the
platform. He refused, and the
crowd began to stone the police-
men.
Police reinforcements soon
arrived and dispersed the crowd.
They then marched Mr. Toubi
out of the village. Thirty-three
