UN Sifts Candidates for Truce
Chief's Post; Egyptian-Syrian
Merger Baffles Diplomatic Corps
UNITED NATIONS (JTA) —
Secretary General Dag Ham-
marskjold is canvassing possi-
bilities of filling the post of
chief of staff of the United Na-
tions Truce Supervision Organi-
zation at the request of Lt. Gen.
E. L. M. Burns, commander of
the UN Emergency Force, UN
headquarters said.
The announcement followed
a report that Sweden had sug-
gested to Hammarskjold that he
appoint Col. Carlson von Horn,
head of the Malmo defense area
in Sweden, to the UNTSO post
and that other governments also
had suggested candidates for
the position.
The UN statement said that
Gen. Burns has been on leave
from his post as UNTSO chief
of staff since his appointment
in November, 1956, as UNEF
commander, retaining his chief
of staff duties only in relation
to the demarcation lines be-
tween Israel and Egypt where
UNEF contingents are sta-
tioned. The statement empha-
sized that in January, Gen.
Burns .suggested to Hammarsk-
jold that it might be desirable
to reach a definite arrangement
about UNTSO and that he was,
therefore, placing his post as
UNTSO chief of staff at Mr.
Hammarskjold's disposal.
The UN statement also said
that if a new chief of staff was
named, Col. Byron V. Leary,
who has been acting chief of
staff in Gen. Burns' absence,
would remain as deputy chief
of staff until the end of his
contract.

Hammarskjold's office has
adopted a "wait-and-see" atti-
tude toward the announced fed-
eration of Egypt and Syria.
Contrary, to reports, the high-
est level in the United Nations
has made no statement about
the meaning of the federation
and its relations to the UN and
is not going to issue any such
statement until there is a con-
stitution, single flag and gen-
eral set-up for the new "United
Arab Republic," it was estab-
lished.
There is no indication here
yet whether the new Arab state
will attempt to retain both UN
votes now held by Egypt and
Syria through the adoption of a
commonwealth arran g e m e n t
rather than single nation status.

resolution urging Congress to
appropriate funds to - assure
effective United States' par-
ticipation in the United Na-
tions' expanded Technical As-
sistance Program for Under-
developed Regions, was adopted
here at the mid-winter con-
ference of Hadassah. The U.S.
co-sponsored the expanded UN
aid program.

It was also announced that
the 1958 Henrietta Szold Award
would be presented to Israel
Premier David Ben-Gurion at
a ceremony in Jerusalem. The
award, which gives recognition
to humanitarian services, car-
ries a $1,000 cash gift.
The organization has char-
tered the Israeli passenger
liner S.S. Jerusalem for a
special Hadassah pilgrimage to
Israel next May, Mrs. Herman
Shulman, national chairman
of the pilgrimage announced.
More than 400 Hadassah lead-
ers are expected to take the
voyage.
Sena Hubert Humphrey of
Minnesota told the delegates
that the Bagdad Pact should
be the "beginning of an or-
ganization for the planned eco-
nomic development and expan-
sion of all Middle East coun-
tries, including Israel."
He suggested once again the
formation of a Middle East De-
velopment Agency under
United Nations sponsorship,
with both United States and
Soviet participation.
Leaders of Hadassah at an
earlier session urged Secretary
of State Dulles to "give Urgent
consideration" to launching a
"Marshall Plan" for the Middle
East as a means of developing
the area and curbing the Com-
munist menace there.
