JERUSALEM — A bill enabling the Israel government to
finance immigrant housing with a 50,000,000 pound loan for which
bond purchasers will receive a choice of interest rates and tax
obligations was presented to Parliament by Finance Minister
Levi Eshokl . . . Moscow Radio has increased anti-Israel attacks
in Arab-language broadcasts . . . Israel has been invited to par-
ticipate in German trade fairs, Minister of Commerce Pinchas
Saphir informed Parliament . . . For the first time Israel will be
represented in Frankfurt's Book Fair, annuaul October meeting of
German publishers, book dealers and book lovers . . . The Israel
Students Union declared it will not send a delegation to the
Moscow summer international youth festival unless _it is

young men from the U.S. have been approved as religious edu-

TEL AVIV — An Israel Government-Jewish Agency effort
to Obtain $100,000,000 in loans for constructing immigrant hous-
ing units was announced here by Dr. Dov Joseph, Jewish Agency
treasurer and head of its absorption department . . . A $1,000,000
mortgage bank which will extend loans for Israeli housing has
been founded in South America by 100 Jewish financiers and
businessmen . Premier David Ben Gurion intervened in an
attempt to settle a month-old strike against the Ata textile
manufacturing company in Haifa . . . At the world convention
of Beta•, Revisionist youth movement, Menahem Beigin, Israel's
Herut Party leader; demanded an Israel government "headed by
Jabotinsky's pupiIs" and reiterated absorption of Jordan terri-

The Congressman who re-
placed Rep. John Rankin,
Mississippi's notorious anti-
Semite, has brought Mississippi
back into the news. He is Rep.
Thomas G. Abernethy who
avowed religious tolerance and
defeated Rankin. His Congres-
sional career has been free of
the sort of religious bigotry that
marked his predecessor.
But Rep. Abernethy this
month decided to give Congress
the benefit of various "intel-
lectual" arguments against civil
rights. He told the House "this
civil rights businees is all ac-
cording to a studied and well-
defined plan . . The course
of the advocates of this legisla-
tion was carefully planned and
outlined more than 45 years
ago. Israel Cohen, a leading
Communist in England, in his
`A Radical Program for the 20th
Century,' wrote, in 1912, the
following: 'we must realize that
our party's most . powerful
weapon is racial tension., "
The Mississippi Congressman
quoted Israel Cohen as saying:
"By propounding into the con-
sciousness of the dark races that
for centuries they have been
oppressed by the whites, we can
mould them to the program of
the Communist Party. In
America we Will aim for subtle
victory. While inflaming the
Negro minority against the
whites, we will endeavor to in-

the Negroes. We will aid the
Negroes to rise in prominence
in every walk of life, in the pro-
fessions and in the world of
sports and entertainment. With
this prestige, the NegrO will be
able to intermarry with the

Rep. Abernethy warned
that in. America today Corn- .
monists' and their dupes were
"helping to - carry out the
Communist plan laid down by
their faithful thinker, Israel
Cohen." This was an alarming
thesis. But an examination of
the facts showed there was no
"Israel Cohen."
- The quotation, the book,
and the alleged author were
all fabrications. No such book
is known to the Library of
Congress or the British Mu-
seum. Nor is it liSted by the
National - Union Catalogue
which has a record of every
book in 800 American librar-
ies. Federal and Congressional
agencies combatting . Com-
munism maintain biographic
lists of Communist personages
of all Countries. They have no
record of an Israel Cohen.
Rep._ Abernethy quoted
"Cohen" as referring in 1912
to the CommuniSt Party.
Actually, , t h e Communist
Party was not organized until
several years later.

Herman Edelsberg, Washing-
ton representative of the Anti-
Defamation League, wrote to
Rep. Abernethy: Edelsberg told
him that he must have been
"victimized by a vicious fabri-
cation and hoax, the plain pur
pose of which is to exploit the
tense civil rights situation in
order to promote prejudice and
hostility against Southern Jews
by their Christian friends."
Mr. Edelsberg was not sure
all the harm "of the insertion
could be undone. Some hate
groups, he thought, would sure-
ly quote the provocative ma-
terial. He asked Rep. Abernethy
to arrange its deletion from the
permanent bound edition of the
Congressional Record. Such
deletion, Mr. Edelsberg suggest-
ed, should be accompanied by
an appropriate statement.
