Richards Refuses To State
Views On Israel's Future .
WASHINGTON, (JTA)

special envoy to Middle East

state his views of Israel's "rea-
listic prospects" for the future.
He said the "State Department
fellows would have a fit" • if he
answered that question. He ap-
peared before a question-and-
answer session at the. National
Press Club.

Richards said Middle Eastern
nations tried to involve him in
intra-area disputes including
the Aqaba Gulf, Suez, Arab ref-
ugee, and other issues. He wish-
ed to avoid involving the Eisen-
hower DOctrine with such dis-
putes, he said, holding that they
might be solved by internation-
al agencies. But he was "afraid"
that some Of the intra-area dis-
putes won't be solved "in our
tithe." He added that the United
Nations organization • had prov-
en itself able to handle .intra-
area disturbances. The Com-
munists want continued chaos,
confusion, and conflict in the
Near East, he stated.
Sen. Jacob K. Javits urged
the Administration to initiate
a major drive in the Middle
East for "resettlement of Arab
refugees in Arab lands."

"a flat lie" while the govern-
ment of Israel formally de-
nied any substance to the
charges.

The general belief in Israel
was that the Saudi Arabian
complaint was part of a long-
range effort aimed at a claiin
that Israel has made the Aqaba
Gulf too dangerous for Moslem
pilgrimages to Mecca, a charge
certain to be exploited to the
limit in the Moslem world
against Israel.

United Boycott Urged
Arab League plans for inten-

that a unified boycott system
be established to insure that no
Arab goods reach Israel or Is-
raeli products be accepted in
the Arab states through third
