NEW YORK, (JTA)—The be-
lief that Golda Meir's appoint-
ment as Foreign Minister of
Israel was due to her willing-
ness to act as Prime Minister
David Ben-Gurion's "shadow"
and that it heralds a basic
change in Israel's foreign policy
was denied here in an article in
"The Nation" by Dan Wake-
field.
The magazine's current issue,
which contains - an interview

sertion that she totally Am-

Israel's changed course is a
matter of shift in emphasis away
from reliance on the Western
Powers and toward self-suffi-
ciency rather than any basic
change in policy.
The interview covers a num-
ber of current topics in Israel
policy. It notes a shift toward
a reitertion of direct negotia-
tions as the basic for peace in-
stead of reliance on the Great
Powers to enforce compliance.
Mrs. Meir told the correspond-
ent that any negotiations would
have to be on a -"clean table"
basis without prior concessions.
She also reiterated that any re-
prisal raids which might occur
would be undertaken reluctantly
and solely for the protection of
the lives of Israeli citizens.
Mrs. Meir also told "The Na-
tion" correspondent that Israel
seeks friendship with all powers
—including Russia—but only on
the firm ground of Israeli self-
determination. She was also
quoted as having reserved
Israel's right to go ahead' with
Jordan River diversion project
in her own territory if no
regional plan could be worked
out and as underscoring Israel's
view that the armistice agree-
ments must be fully imple-
mented by the Arabs.

Philadelphia Reports
On Bias Against Jews
PHILADELPHIA, (J T A) —
Fifteen percent of all employ-
ment cases received by the
Commission on Human Rela-
tions between June, 1948 and
September, 1955 involved Jews,
according to the Commission's
report submitted to Mayor
Richardson Dilworth here.
Discrimination against Jews
was charged or implied in 111
cases involving unlawful appli-
cation forms and advertise-
ments in which discrimination
against Jewish applicants was
alleged or implied. In addition,
there were 98 instances of
charges of other forms of bias
against Jews.
About two-thirds of the cases
involving Jews concerned re-
fusal to employ, while 28 per-
cent of Jewish complainants al-
leged dismissal from employ-
ment. Only four percent of the
Jewish complaints charged dis-
criminatory conditions of em-
ployment.
Complaints against insurance
a n d financial establishments
were three times greater among
Jews than among the total of
all cases. The Commission's re-
port also revealed that about
nine out of every ten cases al-
leging discriminatory applica-
tion forms or advertisements
resulted in the finding and ad-
justment of biased practices.
In the other categories, how-
ever, about 70 percent of all
cases ended with no. finding of
an unlawful practice.

trification came to the first Arab
village in Israel, Taibea. The

mony on July 30, presided over
by Minister of the Interior Israel

First the village mosque was
lit up in many colors. Then 40
street lights went on amid the
cheers of the local people. Other
Arab villages are planning elec-
trification.
The cost of the project was
60,000 pounds, 25,000 of which
was raised by the village itself.
Another '25,000 was borrowed
from the Workers Bank and
10,000 was borrowed from the
government. The village has
been hooked into the national
electric power system.
