Soviet Ambition:

CI
There is speculation in United Nations circles about the role
which Moscow hopes to play in the Arab-Irael dispute . . The
speculation centers on rumors that the Soviet government would
like to become the mediator between Israel and the Arab coun-
tries . . . This rumor sprang up after a long conference between
the Soviet Ambassador in Cairo and Egyptian Premier .Nasser
during which the Soviet envoy allegedly outlined for Col. Nasser
the. Kremlin's- views on peace prospects between Egypt and
Israel . . . The conference lasted 80 minutes . . . Later the semi-
' official Egyptian newspaper Al Gahmouria appeared With_ an
article praising ,the Kremlin for viewing Israel as a reality and
for proposing a mutually acceptable settlement . . . Observers
are of the opinion that Moscow, taking advantage of its , recently
enhanced position in the Arab countries, is seeking the initiative
'as a peacemaker . . . They see in the Soviet move an indication
that Moscow apparently believes that, because of her friendship
with Egypt, she can manipulate a Palestine settlement acceptable
to the Arabs . . . The Kremlin's reward- for its :role as peace-
maker would ,be, according to observers, permanent influence
in Middle Eastern affairs and it would become a major stabilizing
(power as the final arbiter to Middle Eastern states . . . This
would mean that Moscow would take over the role held by
Britain for nearly a century . . . The American delegation at
the United Nations is watching Soviet moves in Cairo very
closely . . . Senator Henry Cabot Lodge, Jr., head•of the Ameri-
can delegation, is publicly emphasizing the role which the
United Nations has played in preventing the war between
Israel and the Arab countries from expanding into a world
conflict.
