Eisenhower Urges Congress Revise Immigration Laws

WASHINGTON (JTA) — De-
tailed recommendations for the
revision of United States im-
migration laws will be sub-
mitted to the Congress, Presi-
dent Eisenhower declared here
in his State of the Union mes-
sage. The President urged Con-
gress "to approve without fur-
ther delay the urgently needed
amendments" to existing. im-
migration laws Which he sub-
mitted in the last session of
the Congress. He stated:
"In keeping with our re-
sponsThility of world leader-
ship and in our own self in-
terest, I again point out to
the Congress. the urgent need
for revision of the immigra-
tion and nationality laws.
Our nation has always_ wel-
coined immigrants to our
shoreS. The wisdom of such
a policy is clearly shown by
the fact that America has
been built- by immigrants
and the descendants of im-
migrants. That policy must
be continued realistically
with present-day conditions
in mind."'
The President announced that
he was recommending "that
the number of persons ad-
mitted to this country - annually
be based not on the 1920 cen-
sus but on the latest, the 1950
census." • He said that "pro-
vision should be made to allow
for greater flexibility in the
use of quotas so - if one country

does not use its share, the va-
cancies may be made available
for the use of qualified indi-
viduals from other countries."
"The law," he declare d,
"should be amended to permit
the Secretary of State and the
Attorney General to waive the
requirements of fingerprinting
on a reciprocal basis for per-
sons coming to this country for
temporary visits. This and other
changes in the law- are long
overdue and should be taken

Carmel Wines Are Now
Available in Detroit

A. Sharp, of the National
Whdolesale Grocers, 8938 12th
St., this week announced the
first arrival of Carmel Wine
from Israel for Michigan distri-
bution.
Mr. Sharp stated that the
Cannel Wines will be available
at new moderate costs to the
consumer. He said the wine, in
five brands — Tokay, sweet
grape, burgundy, malaga and
sauterne — will be sold in all
chain grocery markets, in local
groceries and drug stores.

Sen. Lehman Dissatisfied
With Eisenhower's Views
Sen. Herbert H. Lehman, who
has led the Senate fight for
liberal immigration legislation,
said President Eisenhower's
recommendations to Congress
for immigration reform and for
'improvements in the Refugee
Relief Act "are promising, but
do not get to the heart of the
matter — the bigoted national
origins quota system."
Chairman Emanuel Celler of
the House Judiciary Committee
said that the President's rec-
ommendations in the State of
the Union message for changes
in immigration laws were "a
keen disappointment." "We will
accept them," Mr. Celler said,
"but this is contrary to all -our
expectations. We /had been
promised a worthwhile pro-
gram by the Administration.
This is nothing. It strikes me
that the mountain labors and
gives us a mouse."
Rep. Francis E. Walter, chair-
man of the House Immigration
Subcommittee and co-author of
t h e controversial McCarran-
Walter Immigration Act, spoke
out against "any attempts to
make a Roman holiday in this
election year" out of proposals
to amend the immigration law.

Branches of the Labor Zion-
ist Organization will gather
Sunday afternoon, in the new
Labor Zionist Institute, Schae-
fer and W. 7 Mile, for a work-
shop, designed to aid individual
groups with program and or-
ganizational problems.
Ben Harold, chairman of the
workshop, announces that. Jo-
seph Edelman will conduct a
session on organizational tech-
niques, assisted by Mrs. Nor-
man Naimark and Mrs. William
Schumer.
A second session on elements
of programming will be led by
Mrs. Rebecca Sanders, Mrs.
Harold Noveck and Samuel
Rabinovitz. Branch members
will exchange ideas as well as
learn new techniques.
Executive board members of
all 'branches are urged to at-
tend Sunday's .workshop, which
begins at 1:30 p.m. For further
