MUNICH, (JTA)—Bavaria has
issued implementation regula-
tions governing the granting of
loans to those Nazi victims who,
under the Federal Indemnifica-
tion Law, are entitled to resume
the occupations in which they
were engaged prior to the onset
of Nazi persecution.
The regulations, which do not
differ greatly from those intro-
duced many years ago by the
late Dr. Philip. Auerbach, make
it possible for Jews who for
m.erly lived in Germany as self-
employed businessmen or pro-
fessional people, and who have
now resettled there, to apply for
loans up to $7,000—and in ex-
ceptional cases up to $12,000—
provided- they have no funds
themselves and cannot obtain
any : elsewhere. However, - they
-.must be in a position to offer
adequate security.
The loans have to be repaid,
together with interest, over 10
years. The new directives are so
limited by restrictions that the
number of beneficiaries is likely
to be very small.

ward B. Lawson, former U.S.
Minister to Iceland, was sworn
in here as new U.S. Ambassador
to Israel by Secretary of State
John Foster Dulles who ex-
pressed confidence that Lawson
will successfully discharge his.
new duties.
Dulles emphasized that "a very
special relationship" exists with
Israel and that "it is extremely
important to maintain friendly
understanding." -
Ambassador Lawson replied
that he appreciates Dulles' con-
fidence and that he has no illu-
sions about the difficulties he
faces in Israel. He later esti-
mated that it might be as long
as three months before he actu-
ally arrives in Israel.
Secretary Dulles discussed
plans for strengthening Iraq
militarily with the Iraqi Foreign
Minister Fadhil Al Jamali. Mr.
Jamali talked with Mr. Dulles

for about 40 minutes and later
characterized t h e meeting. as
"very friendly" and "produc-
tive." Common American-Iraqi
interests were stressed, he said,
and "some Arab problems and
some defense problems" were
examined.

Israel Joins Global
Monetary Fund Bank

WASHINGTON, (JTA) — Is-
rael formally became a member
of the International Bank for
'Reconstruction and Develo p-
ment and of the International
Monetary Fund.
The articles of agreement were
signed at a State Department
ceremony by Israel Ambassador
Abba Eban in the presence of
officials of United States and
Israel governments. Samuel
Waugh, Assistant Secretary of
State for Economic Affairs, rep-
resented the United States. The
State Department acts as repos-
itory for the Bank and will keep
the document.
Israel's quota in 'the Interna-
tional Monetary Fund is $4,500,-
000 and its subscription to the
capital stock of the Bank is 45
shares with a total par value of
$4,500,000.
Israel became the fifty-sev-
enth nation to hold membership
in: the Fund and Bank. Admis-
sion of Israel brought the total
of members' quofas in the Fund
to $8,852,900,000. The total sub-
scribed capital of the Bank is
now $9,152,000,000.
