imposed on Arabs living in Is-
rael in the northern border
areas. This is the second step
in recent weeks toward the lift-
ing of all restrictions imposed
on Israeli Arabs in sensitive
areas of the country since the
War of Liberation. The recent
liberalization moves have cen-
tered about the movement of
Arabs in the areas under mili-
tary control.

States has made available to- Is-
rael in grants, loans and techni-
cal assistance, the total of $348,-
000,000 since the state was or-
ganized, it was reported by
Bruce McDaniel, American di-
rector in Israel of the American
Technical' Cooperation Admin-
istration. The report was pre-
pared on the eve of the recent
third anniversary of the sign-
ing of the original TCA agree-
ment between Israel and the U.S.
Mr. • McDaniel's report also
noted that Israel has matched
American aid with 123,000,000
pounds — worth $344,400,000 un-
der the currency arrangement
contained in the TCA agreement.
He disclosed that thus far the
United States has supplied Is-
rael with 99 technical experts,
each of whom trains a "counter-
part technician in his specialty"
before departing.
