"There isn't any question at
all in my mind and in the minds
of the people the world over
that the Arabs have, in a cold
and calculated manner, dela.yed "-
the peaceful understandings
possible in these problemS,
which among other incidents
brought about the raid on
Kibya."
Previously, in the letter, Rep.
Dingell had stated:

"From the outset it seems
to me the Israelis were being
victimized by the attitude and
actions of their Arab neigh-
bors. Coldly calculated delays
affecting the development of
the power facilities of the Jor-
dan River, and I presume the
eventual distribution of the
river for irrigation purposes of
the neighboring nations, all
tended toward upsetting the
carefully s t u died schedules
and development plans of Is-
rael, the youngest and most
progressive of the nations in
the Middle East.

"Time is of the essence insofar
as Israel is concerned. The
ever-increasing population con-
sisting largely of immigrants de-
mands that the earliest possible
solution be found to settle dif-
ferences whatever they are be-
tween the Arab countries and

the people of Israel."

Putting Two and Two Together

Workmen's Circle,

zone (demilitarized by the (TN

during the armistice).
The Israel-Syrian Armistice
agreement specifically states
that not only shall return to
civilian life be permitted to go

on as usual within this zone
but that such a return be fa-
cilitated. But the Syrian coin,
plaint is based on the assump-
tion that since one mile of the

canal required by the hydro-
electric project runs through
the demilitarized zone, Israel
has some kind of military ad-
vantage.
Are you still with me? Have

you followed this tortuous and
false thinking? If so, you are
all geared to ask Mr. Zeined-
dine just what kind of mili-
tary advantage this would be
—particularly since the zone
is, after all, and let it not be
fogotten, part of the land of
Israel—not Syria.

Mr. Zeineddine, at this point,
can proffer no answer. But not
being able to reply never yet
bothered the Arab delegates at
the UN. At least, the complaint
is loud and has the overtones
of martyrdom!
Last week, somewhere in New
York, Ambassador Abba Eban
talked to U. S. Delegate Henry
Cabot Lodge, to British Delegate
Sir Gladwyn Jebb, and to the
French Ambassador to the UN
about Syria's wildly illogical -ob-
j ections.
The most important conclu-
sion reached so far in these
thorough and, we understand,
promising parleys, is the seem-
ing acceptance by all three
powers of the fact that Syrian
consent cannot be made a con-
dition of work on the project,
Israelis around the UN were
working hard last week to con-
vince the powers-that-be to pro-

duce the kind of resolution that
will clearly and finally permit,
if not encourage, resumption of
work at B'not Yaacov.
It is most certainly to be
hoped that the Security Council
will for a Yuletide change, judge
this case on its merits! Among
other facets, this will give
the U. S. Government a chance
to prove to the small nations of
the world that peace on earth
and good will among men are
still on the agenda!
Perhaps this time next year
