Israel's 5713 Immigration

TEL AVIV—The Israel public
has been awakened suddenly
from its dreams of reaching a
population of 4,000,000 before
the end of the decade, by the
news that for the first six
months of this year there were
more emigrants than immi-
grants. The Immigration Coun-
cil, a public body representing
the Jewish Agency, Zionist or-
ganizations, and government de-
partments, met in July to con-
sider the problem, but failed to
reach any clear-cut conclusions
which they could press on the
Jewish Agency and the Govern-
ment. This year's figures, in
fact, seem to set the seal once
and for all, on the ending of
the period of mass immigra-
tion, and emphasize the need
for new stocktaking.
Immigration had already
begun to fall off sharply last
year, when it totaled some 23,-
000, just twice as much as the
estimated 11 or 12 thousand
emigrants. For the first six
months of 1953 immigration is
down to 5,300, while emigration
is estimated at 6.700. -

quarters of those leaving im-
migrated after the founding
of the state, but a quarter are
veterans. Whereas most im-
migrants have been brought
here at public expense, and
large numbers of them come
from backward countries, and
include women, children, aged,
sick, and illiterate, those leav-
ing are. mostly people in the
'productive' age groups, pro-
fessional people or others who
are confident that they can
get into the countries of their
destination, often Canada or
the United States. Most pos-
sess skills the country can ill •
afford to lose, whereas most
new immigraritS are unskilled.
The Immigration Council, and
public opinion generally, show a
greater measure of agreement
over the causes of the present
loss of manpower than over its
cure. First come material dif-
ficulties, especially h o u s i n g,
since there is no housing avail-
able for rent, unless the new-
comer can pay key-money of
several thousand Israel. pounds,
or unless he can buy a flat out-
right. Living standards in Is-
rael are low, and the profes-
sional worker or high govern-
ment official finds that he earns
little, if anything, more than
his doorman or chauffeur (who
is, of course, a government, not
private, employee.) Though the
food situation has improved a
good deal, and clothing is plen-
tiful for those who have money,
problems of servants, schooling,
and replacement of furniture, to
mention only a few, are more
difficult here than in any Euro-
pean or American . country.

Bavarian Restitution Office
Rejects Indemnification Claim
MUNICH, (JTA)—A claim or
indemnification from a person
who had been sentenced to
death by the German People's
Court in 1944, and who lan-
guished in Nazi prisons until he
was liberated by the Allied
forces, was turned down by the
Bavarian Restitution Office on
the pretext that the claimant
had resisted the Nazi regime for
reasons of "self-interest," and
not because of his political con-
victions.
The argument that. the person
involved opposed the Nazi re-
gime for reasons of "self in-
terest" was used by the Nazi
court when sentencing the man
to death. The fact that the
Bavarian Restitution Office
based its rejection of the claim
on this argument may have re-
percussions on c 1 a i.m s from
other persons against whom the
Nazis advanced the allegation
that:they were fighting Nazism

Problems of employment
also loom large, and there is
the usual difficulty of the
newcomer in a n y country;
though Israel welcomes all
Jews, the institution of sen-
iority is also very strong, and
it is not so easy for the new-
comer to adjust to his changed
status.
The mass immigration from
backward countries, which has
brought in large numbers of
children, old people, sick, mental
cases, and social cases, consists
mainly of petty tradesmen who
show no marked inclination to
go. into agriculture, and who
swell the ranks of the unskilled
workers for whom work has to
be made at a time when there
is already heavy unemployment.
All this takes money and in-
creases the taxation which
weighs on the middle classes
and professional people. In this
way mass immigration is a_ con-
tributory cause of emigration.
Suggestions made at. the Im-
migration Council for altering
the situation include the relaxa-
tion of "selectivity" rule for
immigrants, the introduction of
special facilities for immigrants
from English-speaking c o u re-
tries, and the banning of emi-
gration.
Opponents of any relaxation
of selectivity point out that its
relaxation might help make im-
migration statistics look larger,
but they would only make the
nation's difficulties greater.
