Parallel to t h e Communf.st
Party's present leadership, du-•
plicate leaders are being set up
consisting mainly of Communists
who have not been in the lime. -
light lately. The duplicate lead-
ers are mostly those who, in
1947, refused to give whole-
hearted support to the pro-Is-
rael "Gromyko-line," which for a
Short period reversed the Soviet
Union's 30-year-old anti-Zionist
policy. They have been less ac -
tive since.
The Communists seem to as-
sume that if their party is out-
lawed, these "shadow" leaders
will have- more freedom of ac-
tion than their present, publi-
cized, central figures.

It has become increasingly ev-
ident that Communists here re-
gard the outlawing of their ac-
tivities as t h e one hopeful
chance to regain their waning
strength. The Communist Party
which prior to the foundation of
the State of Israel had 16 local
branches in t h e country, in-
creased its number to 69 by the
end of last year. Similarly, the
number of Communst votes rose
from 15,000. in the general elec-
tions of 1949 to 27,000 two years
later—an increase mainly. due
to the Arab and new immigrants'
vote.
This temporary success, how-
ever, has been drastically re-
versed sine e Czechoslovakia's
and the Soviet Union's anti-Jew-
ish purges last winter. Not only
did sympathizers drift away, but
even cardholding members re-
signed, including a staff member
of the party's daily newspaper
"Kol Haam."
To recover from this dwindling
of strength, the Communist
leaders now are trying to force
the prohibition of their party,
hoping that the population will
sympathize with "outlawed un-
derdogs," and be attracted by
their "martyrdom." Thus, Com-
munists have begun organizing
unauthorized meetings, as they
did on the arrival to Israel of
United States Secretary of State
John Foster Dulles. They are de-
fying government censorship.
They also continuelly interrupt
debaters in the Knesset (parlia-
ment), entirely disregarding the
Speaker's warnings. In addition,
they are conducting systematic
subversive campaigns in all
spheres of life, aimed at dis-
turbing Israel's political and
military security.
A special committee within the
party's leadership has been set
up to gather intelligence infor
mation, political and economic,
presumably for transmission to
the Cominform. The Commu-
nists have also tried to collect
material concerning military in-
formation.
Communists have directed a
considerable amount of their
energy towards winning over new
immigrants from Eastern Eu-;
lope's Communist states. They
have been trying to instill fear
among these newcomers, claim-
ing that these immigrants are
being watched, and their politi-
cal activities are being reported
back to their countries of origin,
where some of them still hav e
relations who might be endan-
gered.
