Israel to Launch Second Bond
Issue Here Next February
—
JERUSALEM, (JTA) — The Israel Cabinet has
decided in favor of launching a second Israel Bond
issue in the United States. The decision was reportedly
taken at a Cabinet meeting September 6 and many de-
tails remain to be worked out by the Cabinet. The is-
sue will be launched next February.
Henry Montor, executive vice-president of the
bond sales organization, and Julian B. Venetzky, chair-
man of the bond drive executive committee, were
praised by the Cabinet for their devotion and the hope
was expressed that they would continue with the drive.

Police Smash Plot to Bomb German
Reparations Ships in. Haifa Port
TEL AVIV, (JTA) — Israeli
police made a number of arrests
among former members of the
Irgun Zvai Leumi and the Stern
Group in connection with an
alleged plot to blow up freight-
ers anchored in Haifa port
carrying reparations goods from
Germany.
Arrests followed the seizure
Sunday of Ben-Zion Hartman,
,y=oung reporter for the news -
paper Herut, organ of the right-
wing Herut Party which strongly
opposed the reparations agree-
ment with West German y.
Hartman was apprehended in
the port area carrying a time-
bomb.
Hartman, according to police
sources, confressed to participa-
tion in a plot to destroy the re-
parations goods and allegedly
implicated a number of others,
some of whom were arrested in
today's round-up. Among them
were a man named - Shamir,
described as chief commander of
the Betar, right-wing youth or-
ganization, and a man named
Elkayam, described as a former
Stern Group member. Hartman,
according to police sources, con-
fessed that Shamir had in-
structed him to carry the bomb
into the port and deliver it to
Elkayam.
