Secretary of State Dulles is officially still a novice in the field
of diplomacy but you wouldn't knoW it from the skill with which
he is killing semantics, a recognized symbol of diplomatic matur-
ity. We have particularly in mind his most recent utterance on
Jerusalem and the transfer thereto of the Israeli Foreign Minis-
try. The gentleman has many burdenS on. his shoulders these
days and it is quite possible therefore that he has forgotten
many of the things he heard and saw during his visit tp
But how could he have forgotten so basic and important an issue
as the transfer of the Foreign Ministry when in fact he had been
advised about it by none other than the Israeli government it-
self? A cautious diplomat, Dulles said the only knowledge the
State Department had of the contemplated move came from "ru-
mors" reaching the American Embassy in Israel. If he believes
what he said, he will have to redefine the word "rumor." Are
newspaper reports rumors? Are statements by the Foreign Min-
ister of Israel rumors? Is a decision by a government cabinet a
rumor when it has been fully publicized? We realize Mr. Dulles
these days may be too busy to read newspapers. But he wasn't
that busy in May of 1952 when Israel announced that the trans-
fer of the seat of government and of the Foreign Ministry would
be effected as soon as the government offices in Jerusalem were
constructed. And had he examined his own State Department
files he would have discovered that the moving of the Israeli min-
istries to Jerusalem started at the end of 1949 in fact. What Mr.
Dulles is seemingly trying to do is to foist a solution that js
neither satisfactory to Israel nor the Arab states. Is that his
concept of neutrality?

President Eisenhower's appointment of Governor Byrnes to
the UN is a baffling and grievous challenge to man's striving for
equality within the national and international pattern. How
can a gentleman who has consistently advocated and practiced
racial inequality and segregation be a spokesman for the ideals
of American democracy on the international rostrum? The nam-
ing of Byrnes is mockery of our subscription to the UN Charter
and its pledge to take joint and . separate action for the achieve-
ment of universal respect for, and observation of human rights
and fundamental freedoms for all without distinction as to race,
sex, language or religion. The presence of Byrnes in the UN will
not only impair our prestige and moral leadership among the
nations of the world, but may also compel many of them to look
in other, directions for leadership.
Arab League Urges Turkey to Quit Israel
ISTANBUL, (JTA)—The Arab
League has urged Turkey to cut
off its rapidly expanding trade
with Israel.
The reports stated that the
Lebanese Foreign Ministry had
approached the Turkish envoy
in Beirut and, in the name of
the Arab League, declared that
the volume of trade between
Turkey and Israel is "displeas-
ing the Arab states."
The Turkish envoy was told
that the port of Alexandretta, in
Southeastern Turkey, has be-

of large quantities of foodstuffs
to Israel.

the opinion that the Arab dip-
lomatic move would have no
effect on Israel-Turkish rela-
tions. Turkey is now exporting
large quantities of grain to Is-

Zion Begins Cargo Service

Navigation Company, Israel's
largest shipping firm, has begun
regular cargo service from the

Africa to import wood for Isra-
el's plywood factories.

for wood for the factories. The
same wood is used to manufac-
ture crates for citrus fruit prod-
