John Foster Dulles is in Pales-
tine, Joseph C. Harsch, noted
Washington correspondent, re-
ports in the Christian Science
Monitor.
"The Truman administration's
policy toward this area parti-
ally favored the new Jewish
State of Israel," Harsch report-
ed. "In effect, Truman policy
treated Israel as equal in impor-
tance to the surrounding Arab
states, Syria, Lebanon, Hashe-
mite Kingdom of Jordan and
Egypt.
"The Dulles policy," he de-
clared, "is to withdraw any
special consideration accorded
Israel and to regard it as de-
serving no more consideration
than any one other country in
the area. The first practical re-
sult of the new policy has been
a refusal to regard the Russian
breach of diplomatic relations
with Israel as a reason for ac-
cording to Israel as many guns,
tanks and planes as to all the.
surrounding Arab countries to-
gether.
"Israel contended that the
Russian breach imposed a moral
obligation on other anti-Com-
munist countries to assure the
defenses of Israel by giving it
the means at hand to defend
itself against its Arab neigh-
bors," the correspondent said.
The Truman policy, accord-
ing to the writer, was based on
the hope that the • modern, en-
ergetic state of Israel would be
a sounder basis for Middle East
policy than the weaker, less
modern Arab States. Mr. Dullas,
however, has decided now "to
play America's diplomatic hand
the' other way," Harsch declared.
He pointed out the change does
not assume any potential Arab
military strength that could be
mobilized but "does assume, per-
haps naively, that backtracking
on support to Israel will make
possible arrangements with the
Arab States tat will strengthen
their internal security and make -
. military bases available to the
West in event of war."

NEW YORK — A decision to
broaden the scope of the Ameri-
can Zionist Council was an-
nounced this week by Louis Lip-
sky, chairman, following a meet-
ing of the • Council's Plenum.
The Council voted to proceed
with the implementation of an
agreement reached in Jerusalem
which envisaged the expansion
of the Council's program to in-
clude the coordination of Zion-
ist participation . in communal
fund raising for Israel, t h e
strengthening of Jewish and
Hebrew education, youth work
and Chalutz iut (pioneering),
and the deepening of Zionist in-
terest and participation in Jew-
ish community life.
The Executive of the Council
will continue as heretofore with
Mr. Lipsky as chairman. Mrs.
Samuel W. Halprin, former
president of Hadassah, has been
named vice chairman. Three
other 'Zionist leaders were ap-
pointed to serve as a committee ,
of administration • with the
chairman and vice chairman:
Rabbi Irving Miller, president of
the Zionist Organization of
America; Rabbi James G. Heller,
president of 'the Labor Zionist
Organization, and Rabbi Morde-
chai Kirshblum, president of
Mizrachi.
The implementation of t h e
Jerusalem agreement will in-
volve the transfer of a number
of functions now carried out by
the Jewish Agency. It is not in=
tended to affect the autonomy
of existing Zionist groups, Mr.
Lipsky rioted.
