Israel Arabs Must Achieve
Peace, Taft Tells Bond Heads

WASHINGTON, D.C. — Rob-
ert A. Taft, Senate Majority
Leader, said on Sunday we must
achieve peace between Arab
states and Israel in order to
strengthen resistance to Com-
munism "in a pretty soft spot"
in the world.
Referring to the anti-Israel
program of the Iron Curtain
countries, Taft told the National
Leadership Conference for Is-
rael Bonds that in view of Is-
rael's determination to "resist
regimentation from within and
physical aggression from with-
out, there is little wonder today
that aggressive Communism be-
stows upon Israel the honor of

its hatred.
"The Soviet Union has come
to understand that this small
state (Israel) is one of the
strongest ,blocks to Soviet
penetration a n d Communist
penetration and aggression in
the crucial Middle East," he
said.

Underscoring the importance
of the Israel Bond Issue in
promoting the economic de-
velopment of the State of Israel,
Taft declared that economic aid
to Israel represents "strength
against Communism and a con-
tribution to freedom."
He stressed the fact that eco-
nomic strength for Israel "can-
not hurt the Arabs; it can only
help them."

Discussing American policy
• ill the Middle East, the sena-
tor said that our reply to the
Soviet attack on Israel "is the
continuation of our policy of
assistance."

Israel must be prepared, he
said, "to make a decisive con-
tribution to the defense of the
free world" and to accept those
refugees who may succeed in
escaping from behind the Iron
Curtain.
Taft described the Israel Bond
Issue as a manifestation of the
will of the people of Israel to
help themselves achieve sound
economic foundations.

20 as Israel Redemption
Month, and every community
was urged to conduct "an in-
tensive, unceasing campaign
for the conversion of Bond
commitments into cash."

As the climax of Israel Re-
demption Month, April 20, which
will mark the fifth anniversary
of t h e establishment of the
State of Israel, is to be observed
with special celebrations in
every section of the country.
The conference w a s high-
lighted by the presentation to
senator Taft of a plaque honor-
ing him for his "historic con-
tribution to the creation and
development of Israel." T h e
plaque, which bears a repro-
duction in gold of the map of
Israel, was presented to the
Senate Majority Leader by Mr,.
Morgenthau.

A change in United States
policy in • the Middle East
which may mean sacrificing
Israel is "a deadly serious pos-
sibility," Senator Herbert H.
Lehman of New York told the

Conference.
Warning that such a change
in policy would encourage the
Arab nations to make war on
Israel, Senator Lehman said
that "we must brace ourselves
to oppose such a policy, with all
our strength, not as Jews but as
Americans, as men and women
dedicated to freedom, to democ-
racy and humanity."
"I favor increased aid to the
Arab states — economic aid —
along with increased aid to Is-
rael," SenatOr Lehman stressed,
"but I, shall ask for assurances
from the Administration that
this aid will be accompanied by
a diplomacy aimed at bringing
peace, and not war, to this
area."
Emphasizing Israel's d e t e r-
mination to maintain the in-
tegrity of its borders, Israel's
Ambassador to the United
States, Abba Eban, told the dele-
gates that "we could not be in-
different to any substantive in-
crease in the military equipment
or resources of a neighboring
state claiming belligerency
against Israel."
Dr. Dov Joseph, Minister of
State in the Cabinet of Israel,
stressed the urgency of the time
factor in his country's need for
investments through Israel
bonds. He reported that unem-
ployment is rising in Israel, and
that the tempo of development
of large industrial projects has
been reduced owing to a lack
of investment dollars.
Dr. Joseph pointed out, how-
ever, that, since 1949, industrial
production has increased near-
ly threefold, while agricultural
output has increased more than
200 percent. Israel, he said, is
now cultivating 3,500,000 dun-
ams of land, as compared with
1,600,000 dunams in 1949. (One
dunam is one-quarter of an
acre.)
The number of industrial es-
tablishments has increased from

5,400 to 14,100 in the same per-
iod.

rael Bond drive are essential for
Israel to overcome its current
