Genocide: To Invoke it We MUST Approve the Pact

There is a sad note in the planned Ameri-
can protest against. Soviet anti-Semitism.
While many responsible leaders have called
upon our government to invoke the United
Nations Genocide Pact in condemning the
Communist attempt to purge Jews who are
trapped behind the Iron Curtain, they have
overlooked the fact that this . country has
obstinately abstained from approving the
Genocide Convention. We have therefore
placed obstacles in the UN's path of enforc-
ing it and of preventing mass murder of
peoples.
Governor Theodore R. McKeldin of Mary-
land, in his stirring address at the Miami
Beach Israel bond conference, proposed the
invoking of the UN Genocide Convention as
the first in a four-point program of action
in defense of oppressed Jews. Apparently he
did not know that the very men who propa-
gate action against genocide in Russia are
responsible for delay in enforcing the UN de-
cisions against mass murders.

Senators Taft, Ives and many others who
have spoken in strong terms in condemna-
tion of Russia's latest anti-Semitic outbursts
are, regrettably, among those who signed

the resolution proposed by Senator Bricker
in opposition to the Genocide Convention.
The American Bar Association's opposition
to the genocide act is directly responsible. for
the failure of the United States Senate to
concur in UN decisions.

There is an unfortunate inconsistency in
the issues involving crimes behind the Iron
Curtain. On the one hand, the Bricker
Resolution opposing the genocide pact charg-
es that. the 1_7N seeks "to interfere in mat-
ters essentially within the domestic juris-
diction of its members." On the other hand,
there are attempts to arouse public indig-
nation against the atrocities in Communist
countries.

Jews are not the only people whose ex-
istence is threatened . in Communist coun-
tries. The fate of many groups may be sealed,
unless the democratic nations take a strong
stand against genocide—and the only way An Affirmation of Faith

USSR's Objective: Quest for Oil and Arab Favors

There is much speculation over Russia's
objectives which have motivated her attacks
on Jews, Zionism and Israel and her break-
ing relations with the Jewish state. There
is general agreement that the currying of
Arab favors is an important factor in the
new political game. There undoubtedly are
other reasons for Russia's actions, and one
of them is the Corninform's resentment of
the strong ties that have been knit between
Israel and the United States.

Virgil Pinkley, the publisher of the Los
Angeles Mirror, in a signed editorial, ex-
pressed the view that Russia's acts are aimed
at oil. Mr. Pinkley stated:

One of the cheapest, meanest tricks em-
ployed by a ruthless dictatorship when in
difficulties is to attack a race or minority.
We are witnessing such a maneuver now by
Russia. The Reds are threatening the young
Republic of Israel. Simultaneously, purges are
being carried out against Jews behind the iron
curtain.

The main objective is to win over to Rus-
sia's side the Arab states of the Middle East.
This is being done to try and gain access to
oil possessed by these countries. Approxi-
mately 42 percent of all the world's known oil
supplies is located in Arab lands. Russia and
her satellites have only 7 percent. We and
Canada possess 37 ,h percent and the Latin
Amei-ican countries about 12 % percent.
Modern wars are fought largely on petro-
leum, steel, and atomic weapons or energy.
11 Russia hopes to fight and win a global con-
flict, she must gain access to greatly in-
creased quantities of oil. It is doubtful if
sufficient supplies could be stockpiled. The
best statistics available indicate that t he
Soviets need most of the current production
to meet everyday requirements, already
largely devoted to building up a military
machine.

So when the Russians persecute Jews in
Poland or Czechoslovakia it is a sinister move
in a drive to gain oil. Jews are being used as
h u in a n pawns in this cold-blooded a n d
shocking game. But for years the Kremlin has
employed any and all means, fair or foul, to
win desired ends. These include complete
mastery over all men, mentally and spiritually
as well as physically.

Moscow is in a powerful position because
there are approximately 2,500,000 Jews in
Russia alone. If, in addition, the Soviets can
line up the Arab world against Israel, a
gigantic squeeze play could be effected.

In watching Communist moves in Western
Europe and the Middle East, keep two top
Kremlin objectives in mind:

1. To gain control of the Rhine and the
Ruhr with their tremendous industrial output.

2. Oil.

So desperate are the Communist bosses for
oil that they will gamble even to the point of
war. If they feel the Jews can be used as
whipping boys they will not hesitate. Like-
wise, if conditions on the homefront become
more serious and the attention of dissatisfied
peoples can be focused against the Jews, they
will do so.

Pray that when real peace comes to the
world there will be an elimination of unjus-
tified attacks against races, groups, or creeds.

walks of life. Scientists, factory workers, clergymen, rabbis and
people in other spheres were interviewed and gave interesting
opinions.
Dr. Abba Hillel Silver offered a definition: "God is the
thinking and creating mind of the universe. He is the source of
all its laws, physical and spiritual. The `universe is a manifesta-
tion of God." In the chapter "Does it Do Any Good to Pray?",
Dr. Silver gave another interesting opinion: "In prayer you link
yourself with the source of all spiritual strength. You are not
alone in the world. You dwell where God is."
Dr Barnett R. Brickner, another prominent Cleveland rabbi,
is a bit pessimistic. Religion, he told Whitman, "has grown too
static . • Too many of our clergy have been peddling the trap-
pings of religion, not the essence. The trappings will not help
people. Only the essence will."
Dr. Albert Einstein spoke differently: "The most beautiful
thing we can experience is the mysterious. It is the source of
all true art and science. He to whom this emotion is a stranger,
who can no longer pause to wonder and stand rapt in awe, i3
as good as dead: his eyes are closed .. ."
Mr. Whitman probes Judaism's attitude on the afterlife, the
'different viewpoints of the Orthodox and Reform rabbis. In his
essay on "God and Psychiatry" he calls attention to the teaching
of pastoral psychiatry at Hebrew Union College.
The author finds faith to be an affirmation, "the light toward
which the men and women of our time are groping . . . the bread
of their heart hunger . • the safe port of their drifting skiff.*
He has compiled a most unusual set of views and has combined
them into a layman's truly magnificent study of religion, prayer
and the belief in God.

There is no doubt that there is a great
deal of truth in this contention. There also
is the possibility that Russia would like to
prevent oil and mineral prospecting in Israel,
especially in view of the friendship that exists
between Israel and the United States, one
of Russia's chief challengers in the UN. Com-
munist Russia also has an eye on church
properties in Israel, title to which originally
was in the name of the Czars.

The USSR's chief aim is, clearly, to cur-
