Friction in Cabinet _Reported

JERUSALEM, (JTA)
Levi
Eshkol, Finance Minister was
named Acting Premier of Isra-
el for the preiod during which
Premier David Ben-Gurion will
be on vacation at Tiberias. Mr.
Ben-Gurion, however, will con-
tinue to carry out his functions
as Defense Minister while be is
on vacation, the Cabinet de-
cided.
Pinchas Lavon, Minister with-
out portfolio, was named Acting
Foreign Minister while Moshe
Sharett is in Burma heading a
Mapai delegation to a confer-
ence of Asiatic Socialist parties.
The Cabinet decided to postpone
the municipal elections until a
short time before the Parlia-
mentary elections at the end of
1955.
The Ministers were also faced
with the first conflict between
the members of the two lead-
ing parties, Mapai and General
Zionists. Reports are that fric-

new Cabinet Committee on

A more favorable rate of ex-
change for the conversion of
State of Israel Dollar Bonds to
Israel pounds has been an-
nounced by the Israel Treasury
through the American Financial
and Development Corporation
for Israel, underwriter for State
of Israel Bonds. The new regu-
lations are intended to facili-
tate conversion to pounds for
those bondholders who wish to
visit Israel, to invest in Israel
industries or to contribute to
philanthropic agencies in Israel.
The rates set up for Israel
Bond conversions for these pur-
poses, as announced by Ehud
Ayriel, director general of State

of Israel Treasury, are as fol :
lows: -
1. For approVed investments •
of Israel Bonds in Israel indus- •
tries, the rate of . exchange is
one Israel pound for one dollar.
• 2. For tourists converting
their Israel Bonds while in Is-
rael, the rate of exchange is also
one Israel pound for one dollar.
3. For contributions of Israel
Bonds to philanthropic agencies
in Israel, the rate of exchange
is $1.40 for one Israel pound.
Ordinarily,- State of Israel
Bonds are neither transferable
nor redeemable prior to May 1,
1954. However, the redemption
in Israel pounds described in the
Treasury regulations can take
place at any time.

EconOmic Affairs, which was
only organized a week ago, and
that all decisions of major im-
portance had been put aside
pending a full Cabinet meeting.
Meanwhile, the economic sit-
uation seems to be worsening.
Most price controls have . been,
lifted, with more promised.
Prices rose last week, including
the price of gasoline, kerosene
and electricity as well as food-
stuffs.
An acute shortage of money is
felt everywhere — in govern-
ment offices, where employees
are behind in salaries, in pri-
vate concerns which 'have dis- ,
missed many workers, and in
business, where the public has
been restricting its purchases to
essentials. Commenting on sug-
gestions that the government
print additional currency, Mr.
Eshkol declared, in a statement
to the Jewish Tel-graphic Agen-
cy, that "under no circum-
stances" would the government
print more money.

representative of Kol. Zion La-
golah—the Israeli radio station
that broadcasts to Jews outside
Israel—declared that radio sta-
tions in Hungary and Romania
are deliberately interfering with
the Kol Zion broadcasts. Com-
munist stations in the past have
frequently 'cut in" on Kol Zion
broadcasts and have made re-
ception almost impossible in
