Bill in Congress Would Provide
$150,000,000 Aid Grant to Israel
WASHINGTON, (JTA)—A bill
to grant Israel $150,000,000 out-
side of Mutual Security funds
has been introduced in Congress
by Rep. Charles A. Buckley, of
New York, who said that he will
do everything within his power
to secure passage of the measure,
to be known as the "Israel Aid
Act of 1952." The bill was re-
ferred to the House Committee
on Foreign Affairs.

The negotiators will complete
details on the draft agreement
prepared by the Israel Embassy
in Washington and the U. S.
Department of State. Of the
total aid grant, $25,000,000 has
already been released to Israel
and the agreement, which is ex-
pected to be signed within a few
days, will cover the entire
amount.
Counterfunds called for by the
agreement, will be provided by
the Israel government in ' ac-
cordance with the new rates of
exchange announced by the
government last week. Counter-
funds against previous expendi-
tures from the aid grant will be
paid at the then prevailing rate
of $2.80 to the Israel pound.

JERUSALEM — The Israel-
American agreement on
America's grant-in-aid to the
Jewish state was signed
Wednesday morning at Ha-
kirya. Foreign Minister Moshe
Sharett signed for Israel, and
Monnett B. Davis, for the
United States.
Buckley said: "I shall do all
in my power, during the present
session of Congress to see to it
that the United States grants
further economic assistance to
the State of Israel in order to
aid it in absorbing this large in-
flux of immigration and in de-
veloping its natural resources
and industries. With its security
and independence thus strength-
ened, Israel will become a mili-
tary, economic, and industrial
pillar for the free world in the
Middle.East, aiding in the main-
tenance of world peace, security
and liberty, and thereby pro-
/noting the general welfare and
security of the United States
and all the world."
In Tel Aviv, United States-Is-
rael negotiations have begun for

has been associated with ADL
since 1941, except for three years
in the armed services. He was
transferred to Detroit in 1948

fice in Chicago, a n d became
the first director of the
Michigan Region. He served as
human relations consultant with
several Michigan school systems,
was instrumental in setting up
two summer workshops in Dem-
ocratic Living at Wayne Uni-
versity, is a member of the State
Citizenship Committee, and has
served as a member of the State
Committee on Education for
Better Human Relations of the
Department of Public Instruc-
tion. He is ex-officio member of
human relations committee of
the Michigan Council of
Churches and is chairman of the
Mid-Century American Re-dedi-
cation .Commission, a Governor's
Commission on Arxiericanism.
Mr. Lazere will begin his du-
ties in Los Angeles April 1. Ap-
pointment of a successor is ex-
pected in the next few days.
