William Earl Singer, interna-
tionally known artist, returned
to the United States aboard an
El Al Israel Airlines Constella-
tion after a two years' stay in
Israel. Invited by the State of
Israel to create a series of pic-
tures depicting the land and its
people, Singer painted the offi-
cial portraits of such outstand-
ing leaders as President Weiz-
mann, Prime Minister David
Ben-Gurion and many other
Israelis.

JERUSALEM—Israel is expect-
ed to oppose plans to transform
the United Nations Conciliation
Commission on Palestine into a
body composed of permanent
representatives of the United
States, France and Turkey, pres
ent members of the commission,
it was learned Tuesday. The
proposal is expected to come up
for discussion when the Gen-
eral Assembly resumes its ses-
sions next week.
The three-nation commission
recently reported to the General
Assembly complete failure in its
attempts to establish peace be-
tween Israel and the Arab
states.
The Israelis, it is reported,
will take the position that the
United Nations should admit
that "the problem of peace set-
tlement is simply one of inter-
state relations which had better
be left to the states concerned."
The Israelis are also expected to
point out that the Palestine
Conciliation Commission's "rec-
ord of failure over the past three
years has shattered the illusion.

facts of the deadlock."
