The proposal is expected to come up for discussion when the Gen- eral Assembly resumes its ses- sions next week. The three-nation commission recently reported to the General Assembly complete failure in its attempts to establish peace be- tween Israel and the Arab states. The Israelis, it is reported, will take the position that the United Nations should admit that "the problem of peace set- tlement is simply one of inter- state relations which had better be left to the states concerned." The Israelis are also expected to point out that the Palestine Conciliation Commission's "rec- ord of failure over the past three years has shattered the illusion. that third-party conciliation or mediation can alter the basic facts of the deadlock."
