for American Jewry's philanthropic support
.1 of Israel is the UNITED JEWISH APPEAL. Its primacy in this
field has been endorsed unanimously by the Jewish communities of the
United States and the organizations through which they operate.

WHE MAIN CHANNEL

This primacy is based upon the tremendous scope of the activi-
ties which are carried on in Israel through United Jewish Appeal
funds. These funds are the backbone of the Jewish State's huge
Immigration, colonization and absorption program. UJA dollars
financed the transportation and settlement in Israel of the 700,000
immigrants who have come to her shores since the establishment s
of the State in May, 1948.

UJA dollars must continue to finance the immigration and absorp-
tion of the hundreds of thousands of additional immigrants who are
expected to arrive in Israel during the next three years. UJA dollars
will also help make possible the expansion of Israel's agricultural pro-
duction, the key factor in the drive to make Israel self-sufficient in food.

Warranted and Unwarranted Campaigns

In addition to the United Jewish Appeal, certain other well known
organizations with established traditions of constructive work in Israel
can legitimately lay claim to public support in the United States and
elsewhere.
But occasionally individuals and organizations launch new cam-
paigns in behalf of Israel, enterprises of special and limited char-
acter. These enterprises are not always constructive and the claims
put forward in their behalf are not always warranted by facts,

The Authorization of Drivel;

As a direct result of demands by the organized Jewish communities
of the United States, and with the support of the Government of Israel,
the Jewish Agency for Palestine set up in 1949 a COMMITTEE ON CON-
TROL AND AUTHORIZATION OF CAMPAIGNS. The function of the Com-
MITTEE is to scrutinize all proposed campaigns in behalf of Israel with
a view to establishing the validity of their claims and their general
usefulness.
