The Case Against Artukovic
Months have now passed since the commencement of depor-
tation proceedings against A. Artukovic, the Himmler of Croatia
who is now basking his hide under California's sun, and there is
still no sign of action either by the Justice or State Departments.
And a more drastic, and wholly justifiable, move by the Yugoslav
Government to have the. scoundrel extradited for trial as a major
war criminal is mired in a Washington-made web of legal tech-
nicalities. Washington's excuse is that it has no extradition
treaty with Yugoslavia, despite Belgrade's precedent-buttressed
contention that war criminals must be extradited irrespeCtive of
treaty. Incidentally, official London has indicated that it wouldn't
hesitate to extradite Artukovic if he were in England.
Artukovic could settle in South America, where he would not
find things too distressing. Most likely he would become an active
member of the coterie of nazis and facists who found haven in
that area of the world and join them in their plottings against
the very democracy under whose roof he is now seeking shelter.
The Yugoslav Embassy in Washington has accused Artukovic of
responsibility for the murder of "practically the entire Jewish
population of Croatia as part of a policy of extermination that
was unequalled in ferocity even by the Nazis themselves."
Artukovic stands convicted by his own words. The official
minutes of his government, photostatic copies of which are now
in the possession of the World and American Jewish Congress,
prove conclusively. that Artukovic advocated solution of the Jew-
ish problem through liquidation.
Here is the testimony of living witnesses I interviewed this
week, among them a woman, Mrs. Julia Bliss, who was a professor
of languages in the Zagreb high school system-
Mrs. Bliss comes of a prominent and influential family in
Zagreb. When the wholesale deportation of Jews began, she told
me in perfect English though only four months in this country,
her brother of 19 was among the first victims. The young man
had been an outstanding student, respected by faculty and stu-
dent body alike, and Mrs. Bliss hoped to save him through the
intervention of influential circles. At first she tried to establish
a personal contact with Artukovic himself who, she said, "com-
manded the deportations." She could not reach the Minister of
Interior because she was Jewish. However, through the inter-
cession of friends who were close to the government, Mrs. Bliss
was finally received by Artukovic. "He was gentle to me," she
went on, "and promised to liberate my brother. But he did not
keep his promise and my brother was subsequently put to death
in the camp." Mrs. Bliss eluded Artukovic's ax by escaping to
Italy after spending some months in one of the death camps.
Another - survivor, -William Donner, a prominent Zagreb mer-
chant who managed to escape to Italy and safety through forged
documents supplied by friends, could not directly pin responsi-
bility for the camps on Artukovic, but he said it was common
knowledge that the Ministry of Interior was responsible for the
situation since it was charged with matters of "internal security."
And this is the man Washington seems so reluctant to turn
over for judgment.
Artukovic is guilty of crimes against humanity. Since this
category of crime was not envisioned under treaty before the
war, Washington must evidently have other motives than "legal-
ism" in toying with this particular legal technicality.

Twelve-year-old Sabina Fisch-
bein returned to Vienna after a
delicate heart operation in
Stockholm which has at last
given this "blue baby" a chance
for a normal life. The operation,
performed by the world-famous
heart surgeon, Dr. Clarence Cra-
foord, corrected a rare deforma-
tion of the heart, from which
Sabina had suffered from birth,
and which might have caused
her death at any time. Soon,
the little girl and her mother
will have their long-delayed
opportunity -"to rejoin their
brother and son, Heinrich, on a
farm near Haifa, Israel.
Sabina, who lost her father
and grandparents in the crema-
tory ovens of Treblinka, was
living in Vienna with her moth-
er, when it became obvious that
emergency action was needed to
save her life. Immediately, the
Joint Distribution Committee
arranged with the International
Refugee Organization to bring
Sabina and her mother to Dr.
Crafoord, only heart surgeon
who could perform the difficult
operation.
All costs — including hospital
and convalescent care for Sa-
bina, and transportation and
maintenance for her mother—
were met by JDC and IRO.
Union Buys Israel Bonds
The Delicatessen and Restau-

60 has purchased State of Israel
Independence Bonds in the
amount of $10,000, it was an-
nounced by Philip Shapiro, pres-
ident, and Joe Decker, secretary-
treasurer. The investment in-
cludes $5,000 from the Union
and $5,000 from the Union's In-
surance Fund.
Buenos Aires, (JTA)—A dele-
gation of 300 Jews representing
various groups in the Jewish
population of Argentina called
upon General Juan Peron to
urge him to accept the canda-
dacy for re-election as Presi-
dent:
Among the delegation were
representatives of b a n k i n g
house, commerce, industry and
theprofessions. The spokesmen
for the group were: Moises Hy-
derman, secretary of Banco Is-
raelita Rio de la Plata, the larg-
est Jewish bank in the country;
Jose Ventura, representing the
Sephardic community and a co-
president of the United Israel
Appeal; and Dr. Moises Slinin,
president of the Ashkenazi com-
munity -of Buenos Aires.
Earlier, a Jewish delegation
visited Mme Eva Peron to thank
her for her part in the sending
of a large shipment of clothing
to Israel. Mme Peron announced
the granting of a permit to ship
100 tons of food from Argentina
to Israel.

Israel Welcomes UN Order to Lift
Suez Blockade; Egypt Will Defy It
TEL AVIV, (JTA)—The United
Nations Security Council resolu-
tion calling upon Egypt to lift
the blockade of Israeli traffic at
the Suez Canal will strengthen
peace and stability as well as
free trade in the Near East, an
Israel Government spokesman
declared.
(A report from Alexandria
said that a member of the
Egyptian Cabinet who would not
permit use of his name said
that Egypt has decided on a
firm rejection of the Security
Council's order.)
Eban Lauds Action of UN
NEW YORK (JTA)—The UN
Security Council's decision or-
dering Egypt to end the Suez
Heralding the start. of a na- Canal blockade against the Jew-
ish state was lauded by Israel's
Ambassador Ana S. Eban. He
expressed the hope that the
Council's decision would help
pave the way to the realization
of peace between Arab and Jew
in the Middle East and fervently
declared his government's desire
for a stable peace with its
neighbors.

UN to Aid Israel, Turkey
In Earthquake Guidance
Israel and Turkey, situated
along one of the earth's two
major earthquake zones, will re-
ceive special studies by Prof.
Beno Gutenberg, an American
seismologist, who recently vis-.
ited the area for two months
under the program of technical
assistance sponsored by the
United Nations Educational, Sci-
entific and Cultural Organiza-
tion.
Both countries requested aid
in determining how dams and
other heavy construction can be
built to safeguard them from
earthquakes.
Report Moscow Ordered
Abolition of Biro-Bidjan
BELGRADE, (JTA)—The Bel-
grade Radio said today that the
so-called Jewish Autonomous
Region of Biro-Bidjan in the
Soviet Union has been abolished
by order of the Soviet Govern-
ment and has been incorporated
into the province of Habarovsk.
The broadcast adds that the
position of the Jewish minority
in Russia is now worse than it
ever was during the Czarist re-
gime.
