Israel Monthly Immigration
Tops Mandate's Yearly Goal

One of Israel's greatest prob-
lems today is the training of
men who can serve as adminis-
trators, Mr. Samuel added.
"It may come as a surprise to
Western Jews, accustomed to
think of a good percentage of
Jews as being in the professions,
that Israel is suffering a severe
shortage of professional and ad-
ministrative workers," he said.

That is the considered opinion
of Edwin Samuel, Israel educa-
tor and administrator, who has
lived for more than 30 years in
Palestine, and was Deputy Chief
of Immigration under the Pales-
tine Mandate.
He pointed out that `'immigra-
tion under the Mandate aver-
aged 16,000 a year, and in in-
dependent Israel has averaged
better than 16,000 a month."
Samuel, an official of the Pal-
estine Civil Service from 1929
until termination of the Man-
date in 1948, who is serving now
as consultant on administrative
organization and staff training
in Israel, compared his memor-
ies of Palestine under British
rule with the rapid growth of
Israel since achievement of
statehood, in an interview in the
national office of the United
Jewish Appeal in New York
shortly after his arrival in the
United States.

tall, mild-mannered Samuel has
traveled throughout Europe and
the Middle East, and is in the
unique position of being able to
measure Israel's current progress
with Palestine under the British
Mandate as he remembers it.
"I can think. of five adminis-
trative branches in which Israel
has recently made rapid and as-
tonishing progress," Mr. Samuel
said, "and where they have
equalled or exceeded British
rule.
" "First,. there is the Israel po-
lice force, which has been whip-
ped into excellent shape. Sec-
ond, the building of public works
—especially roads, all in better
shape than under the Mandate.
Third, the new system of rural
government, wherein Israel has
demonstrated a capacity f o r
democratic self-administration.
Then there are the postal, tele-
phone and telegraphic services,
considerably more efficient than
they were. And there is t h e
municipal administration of
Jerusalem, making rapid pro-
gress."
But it is in the keeping of its
pledge "to admit all who seek
a homeland there that Israel ar-
rested the attention of the
world," be emphasized. "Israel's
people have taken the almost
unprecedented step of voluntar-
ily reducing their standard of
living as a deliberate act of state
policy in order to keep the flow
of newcomers at full tide.
UJA Aid 'Essential'
"I must stress, however, that
American aid through the UJA
is absolutely essential to keep
this immigration going and help
settle the newcomers," he added.
