TEL AVIV — A declaration of
equality f o r Israel's women,
which was shelved several times
at the insistence of the religious
parties although mentioned in
the platform of the government
when it was originally formed,
is to be brought to a vote now
that the former coalition re-
mains in office only as a care-
taker government.
This is a companion measure
to Premier David Ben-Gurion's
amendment to the National
Service Law, which would give
religious girls the alternative of
doing vital work of various types
instead of military service, if
they object to the latter on re-
ligious grounds. Most controver-
sial amendments to the legal
status of women are those deal-
ing with the family.
Many Oriental Jews and Arabs
resent the recent raising of the
age of consent for girls from 15
to 17 and have little difficulty
in evading it. But while all part-
ies to such a contract face jail
sentences, the marriage itself re-
mains legal under the religious
Law in force in this country, and
the Jewish and Moslem religious
authorities object even to the
provision giving welfare officers
power to sue for annulment if
the family concerned will not.
Rabbis do, however, help welfare
officers persuade husbands to re-
lease unwilling child-brides.
Forcible separation of girls
married before the law came in-
to force is resorted to only in
exceptional circumstances and
the released child-wives are us-
ually sent to Youth Aliyah in-
stitutions. Many Yemenite Jew-
ish and Israeli Moslem husbands
dread nothing so much as that
the public education law may
catch up with their untutored
spouses of school age.
Scarcity of Women
In the course of their exten-
sive and costly efforts for rais-
ing the level of housekeeping,
and child-care in primitive im-
migrant communities, even the
Orthodox among the numerous
women's organizations have
found it necessary to protect
women against their menfolk
and children against their par-
ents. Oriental women immi-
grants often adopt revolution-
ary ideas through service in the
homes of the established popu-
lation.
The tendency of Oriental par-
ents to marry their daughters
off early, and in any case keep
them out of harm by sending
only boys to Israel ahead of the
family, aggravates the already
severe shortage of candidates for
vital women's professions. It also
tends to perpetuate the scarcity
of girls of marriageable age
which became acute after the
European massacres, where men
had a better chance of survival,
and through the influx of young
men during the war of inde-
pendence — a factor which
threatens the social equilibrium
of many pioneering villages and
towns.
Although the local divorce rate
is low, the security of many wo-
men is endangered by the tend-
ency of the settling authorities
to register home leases and pur-
chase paper in the name of the
husband only.
Election laws giving women
lull equality in communities
where they had not enjoyed it
before, passed without opposi-
tion, although full political
rights for women in the Knes-
seth Israel, the Jewish commun-
ity representation in this coun-
try under the mandate, was es-

tablished 30 years ago only at
the price of secession by the
Agudah.
Women's Status Improved

councillor even in pious Jeru-
salem; women are to be found
in public posts of all kinds, in-
cluding the diplomatic and judi-
