Authoritv on Asia Warns Against
Impending War; Points to Israel
Histadrut's Anti-Red Position

Robert Payne, brilliant author
and political analyst, authority
on the East who has lived in
China a number of years, be-
lieves that "one out of every two
Americans will
be plowed
under" in an
imminent w a r
unless this
country wins
the battle for
the minds of
the people of
Asia,
In "Red Storm
R. Payne
Over Asia" (Macmillan) , Mr.
Payne asserts that "for the first
time a war against Asia has be-
come a possibility, to be feared
as one fears no other war." He
declares that, while the Krem-
lin has been winning the hearts
of Asiatics hypocritically, this
country must win honestly by
recognizing the basic rights and
requirements of the people of
Asia and their longing to call
their land to their own. He
states:
"We live or perish by the fact
that millions of Asiatic pea-
sants, who are still living in
helpless poverty, demand their
rights . . . We must realize that
Asia, once in the hands of the
Communists, cannot be recon-
quered except by an exhausting
campaign which may well last
20 or 30 years, and an expendi-
ture of human material and
treasure so vast that our pres-
ent expenditure would become
infinitesimal in comparison."
American ignorance of the
Asiatic situation, failure to
recognize the Chinese Com-
muniSts "because it is always
reasonable to recognize what
is there," and refusal to take
the Asiatic people _ into our
confidence is blamed by Mr.
Payne for the aggravated sit-
uation. He asserts—in italics:
"We need to revise our defini-
tions of democracy, and hav-
ing adopted a new and viable
definition, we should attempt
to apply it."
He adds that "the day of the
white man is over" and urges
that we accept the fact with
good grace. He declares:
"Only a progressive Ameri-
ca can make contact with re-
volutionary Asia : if America
aligns herself with the princes
and the landlords, everything
will be lost."
He urges the abandonment. of
military government in Japan,
the dispatching of trained pro-
pagandists for the American
cause, the need for a vast pro-
gram of education, a new dyna-
mic approach to Asia.
Pointing out that "S o v i e t
policy in the Middle East has
followed a rigid path," he de-
clares that "it was inevitable

Dr. A. H. Silver
To Visit Israel

NEW YORK, (JTA)—Dr. Abba
Hillel Silver will leave for Israel
on Monday for a four-week visit
with General Zionists there. Dr.
Silver last visited Israel in 1948.
Dr. Silver, former president of
the Zionist Organization of
America, has distinguished him-
self as a scholar and spiritual
leader.
Long an arti-
culate spokes-
man for mili-
tant Zionism,
Silver, who has
served as presi-
dent of the
Central Confer-
ence of Ameri-
can Rabbis, led
in the fight to Dr. Silver
establish Palestine as a Jewish
state.
Following graduation from the
University of . Cincinnati in 1915,
and his ordination as a Rabbi
from Hebrew Union College,
Cincinnati, in the same year,
Silver rendered special war ser-
vice, for which he was decorated
by the French_ government with
the order of the Officer de
1'Instruction Publique. In 1917,
he became the spiritual leader
of the Temple, in Cleveland. He
served as national chairman of
the United Palestine Appeal, and
as national co-chairman of UJA.

garded Israel with suspicion, if
only because Israel was a small
enclave surrounded by the far
more numerous Arab states. By
supporting the partition in 1947
and then reversing her decision,
Russia successfully antagonized

Israel, with the result that the
chief Israeli trade union, Israeli
Histadrut, is as anti-Communist
as the Turkish trade union."
The point he fails to make is
that Histadruth was anti-Rus-
sian and anti-Communist long
before the partition issue faced
the UN.
Mr. Payne's book is thought
provoking and should force ac-
tion in the Asiatic problem to
prevent the tragic war he pre-
dicts.
