Truman Visit
WASHINGTON — (JTA) —
President Truman bid Israel
Ambassador Eliahu Elath fare-
well at the White House and
presented the Ambassador with
a photograph inscribed, "with
kindest regards and best wish-
es."
Elath told White House news-
men, on leaving the President's
office, that he thanked Mr. Tru-
man for his contributions to Is-
ra,e1. The Ambassador told 'the
President that, as one who has
been here five years (he was
with the Jewish Agency before
the establishment of Israel) he
had many opportunities to
"learn how much the President
contributed personally to Is-
rael's cause." He added: "The
President certainly has a great
share in making Israel possible."
Elath thanked the • President
for the hospitality of the Ameri-
can people. He said that the
purpose of this last visit to. the
White House was, to say good-
bye and "to thank the President
for everything he has done for
Israel.

`Expert' Applies

JERUSALEM, (JTA) A per-
son wishing to remain anony-
mous has of f e r e d the Israel
Government his services as
hangman, prepared to carry out
executions which so far could
not be carried out because no-
,body had applied for the post of
executioner.
The applicant emphasized that
he is "an expert," and that he
has already executed 87 persons
in one of the British colonies.
However, his engagement by the
Israel Government is doubtful,
since the government has prom-
ised the Parliament to suspend
all executions until the Parlia-
mont acts on a law abolishing
the death sentence. Five crim-
inals sentenced to death are at
present held in. Israel's prisons.
100,000 Iraqi Jews
Start Move to Israel
An airlift has been estab-
lished to transport 100,000
Jews from -Iraq to Israel this
year, it is reported from Tel
Aviv.
Due tb technicalities in-
volved by Israel still being
nominally at war with Iraq,
the planes will stop at Cy-
prus.
NEW YORK—Robert R. Nath-
an, director of the Jewish Agen-
cy's economic department, de-
clared that Israel's recently ap-
proved "Capital Investment
Law " is a "postive affirmation
of the Israel Government'S det-
ermination to provide a favor-
able environment for foreigri in-
vestors."
Writing in "Economic Hori-
zons," monthly publication of
the economic department:Nath-
an linked the law to President
Truman's Point Four program
and declated that "Israel's dra-
matic and aggressive action in
providing a more attractive en-
vironment for investment may
well serve as a guide for other
countries."
The statute, drawn up largely
by members of Israel's Labor
Government, and passed over-
whelmingly last month by the
Knesseth (Parliament) , provides
a series• of special inducements
to capitalists abroad to invest
in Israel's growing economy.
Among the inducements which
may be granted by the Govern-
ment under the law are:
1. Investors will be permitted to with-
draw from Israel, in the currency of the
original investment, up to 10% annually
in profits, interest or amortization.
2. Exemptions from or reduction in
property taxes and a ceiling of 25% on
individual income 'taxes for five Years,
_ as well as safeguards for the foreign' in-
vestor against "double taxation."
-
3. An increase- of 150-200% of existing
depreciation rates which, in effect, re-
sult in a reduction of income taxes.
4. The waiving of import duties and
other fees normally required for the im-
portation of machinery, equipment and
raw materials.
5. An Investment Center is to be set
up, staffed by representatives of various
Government Departments, which will
facilitate negotiations for the setting up
of new enterprises and will enable inves-
tors to gather necessary information at a
central point.

24—THE JEWISH N EWS
LAKE SUCCESS — (JTA) —
"The' prospects of peace in the
Near East depend on the degree
to which the principal powers
in the United Nations use their
influence in favor of direct and
unfettered peace negotiations
and enable Israel to develop its
defenses in proportion to the
threat created by Arab rearma-
ment," Aubrey S. Eba.n, Israel
delegate to the UN declared, at
a luncheon * tendered by the
United Nations Correspondents
Association.
Pointing out that "for nearly
two years the majority of the
Arab states have been busily oc-
cupied •in evading any process
of real negotiation or contact
with Israel," Eban stated: "Cer-
tain Arab states riot only refuse
to make peace themselves; they
also pounce indignantly on any
of their neighbors which may
show a tendency to reach a
peace settlement. Resolute
peacelessness still remains the
dominant tendency in the Arab
League, as its current proceed-
ings show.
"By complex and obscure ma-
neuvers around the Conciliation
Commission these states seek to
conceal a simple and unvar-
nished truth: Israel is bent 'on
the establishment of peace and
stability •throughout the Mid-
dle East. The Arab 'states; for
the most part, are bent on pre-
venting that result."
