Agency Resorts to
Pay-As-You-Go Plan
For Immigration
NEW YORK, (JTA) -1- A "pay
as you go" policy in the matter
of immigration to Israel, en-
visaging an immigration of
12,000 monthly instead of the
20,000 of last year, but subject
to modification at three-month
intervals has been decided upon
by the Jewish Agency, Dr. Na-
hum Goldmann declared on his
return from Jerusalem where
he attended the session of the
Jewish Agency executive.
Dr. Goldmann, chairman of
the American section of the
Agency, said that the decision
was taken because of the
mounting debt incurred in
financing the large immigra-
tion of the past and was based
on calculated income for 1950.
In the event of an emergency,
however, such as the possible
lifting by a country such as
Romania of its ban on immi-
gration to Israel, the limit set
would be waived. It would also
be waived, he said, if more funds
were available from America.
Dr. Goldmann emphasized
also that the decision in no way
altered the principle of unlim-
ited immigration. Any Jew who
can finance his own way will be
admitted to Israel, he said.
Referring to the complaints
concerning the type of educa-
tion given children in immi-
grant reception camps, Dr. Gold-
mann said that this arose from
transitional causes. He added
that reports of what had oc-
curred had been greatly exag-
gerated. Both the government
and the Jewish Agency subscribe
to the "principle that children
shall be raised in accordance
with the religious precepts of
their parents," he declared.

TEL AVIV, (JTA)-The ac-
ceptance by Israel citizens of
gifts in the form of automo-
biles will henceforth be con
ditional upon obtaining a
special license from the For
eign Currency Division - of the
Finance Ministry.
It was announced that the
move was made to prevent
illegal dealings in foreign cur-
rency to the detriment of the
Israel pound.
Dr. Daniel Weisgr, a high
Treasury official, revealed
that there are 300,000 .applica-
tions on file for permission to
import automobiles. He said
that the applications will be
scrutinized carefully and that
attempts to evade the cur-
rency regulations will be pun-
ished severely. He warned
Israelis that if they purchase
cars with foreign license
plates they may lose their in-
vestments since the govern-
ment may seize the vehicles.

TEL AVIV - (JTA) - A plan
whereby tourists from abroad
would pay for their food in their
own currency before leaving for
Israel is under consideration by
the Ministry of Supply.
Under the plan tourists would
receive special coupons when.
they arrive here to enable them
to obtain "non-austerity" meals.
A group of American business-
men now in Israel is negotiat-
ing for the establishment of • a
plant here for the manufacture
of a sufficient supply of . tires
both for local needs and export
purposes. A knitting mill, in
which American investors are
understood to have invested
$250,000, is scheduled to open at
Kfar Sabu this week.
One hundred thousand Israel
school children will each soon
receive 40 grams of milk pow-
der daily through the United
Nations International Children's
Emergency Fund, under an
agreement reached recently at
Lake Success. The milk powder
will be used for a daily CUE) of
cocoa for the 100,000 school
children.
6,000 Victims of War
TEL AVIV-(ISI)-The evac-
uees department of the Ministry
of War Sufferers reported it is
still supplying food to 6,000 peo-
ple. A total of 20,000 have bene-
