TEL AVIV--(JTA)—A decision
to send 50 workers overseas to
study methods of work, factory
administration and organization
in various trades was adopted
by. Histadrut, Israel - Federation
of Labor. On their return, they
will apply experience gained
abroad by serving as instructors
at various plants.
The trade union department
of. Histadrut is setting up pro-
duction committees in all in-
dustrial enterprises throughout
the country. These committees,
made up of workers and em-
ployers, will study all matters
affecting methods of prOduc-
ton, organization and distribu-
tion of labor in the plants.
The projects of the labor fed-
eration are being expanded and
increased to meet the needs of Is-
rael's growing population and the
rapid development of the coun-
try. "Hamashbir Hamerkazi,"
the Wholesale Cooperative So-
ciety of the Histadrut, compris-
ing 536 consumer cooperatives
in addition to the agricultural
collective settelments, has am-
bitious plans for increasing
services and local production, it
was revealed. here.
Plans include establishment
of a sugar factory, a large bake-
ry in Tel" Aviv, a biscuit and
macaroni factory, textile and
shoe plants and other industrial
enterprises. Hamashbir's turn-
over for the past year was about
$45,000,000 as compared with
$20,000,000 the previous year.

NEW YORK—Zvi Lurie and Ba-
ruch Zuckerman, Jewish Agency

American Zionism for inade-
quate support of American
youth planning to pioneer in Is-
rael at a press conference pre-
ceeding the opening of the Na-
tional Convention of Hechalutz
here attended by 800 delegates.
Zuckerman said that Hecha-
lutz, the pioneer movement, was
"the soul of Zionism in Ameri-
ca." He warned that unless
Zionist bodies gave Hechalutz
greater support, the Zionist
movement in America might col-
lapse.
Moral Obligations
Lurie also pointed to the debit
side of American Jewry's activi-
ties, charging it has fallen short
of its moral obligations to - pro-
vide manpower for Israel's re-
construction.
A report on Hechalutz activi-
ties was presented by Yehuda
Messinger, executive secretary
of Hechalutz. He disclosed the
organization has trained almost
1,000 American youths of which
800 went to Israel during the
past two years.
8 Training Farms
Eight training farms, with a
capacity enrollment of 250
trainees, are in operation in the
U. S. A backlog of 300 applicants
are awaiting training. More than
100 are awaiting transportation
to Israel.
Messinger pointed out that
Hechalutz does not "urge a mass
Chalutz movement from the
United States." But it does con-
sider American chalutziut of
value in strengthening Democ-
racy in Israel.
Goldman Issues Call
Dr. Nahum Goldman, chair-
man of the American' section of
the Jewish Agency, declared at
the concluding session of the
conference "An increasing num-
ber of American Jewish youths,
driven not by intolerance, but
by a desire to live full Jewish
lives and to help build a new
civilization, must be encouraged
and trained to settle in Israel."
Asserting that this is the pri-
mary task for ZioniSm, Dr.
Goldman added that it will, in
the long run, represent Ameri-
can Jewry's major contribution
to Israel's future.
