Knesset Reaffirms Status
Of Jerusalem As Capital

JERUSALEM.—A proclamation declaring that
Jerusalem became the capital of Israel with the estab-
lishment of the Jewish state was adopted by the Knesset
Tuesday by a vote of 61 to 2.
Opposition votes were cast by Communist deputies.
Mapam and Herut representatives abstained from
voting.
The proclamation welcomes the return of the
Knesset to Jerusalem and asks the government to speed
up the construction of the government seat here.
Parliament voted down an amendment by Herut
which would have extended the scope of the proclama-
tion to the entire city of Jerusalem rather than the New
City. Menahem Beigin, Herut leader, asserted that the
government's proclamation actually meant acceptance
of Jordan rule of the Old City and demanded that the
government reveal the contents of current secret nego-
tiations between Israel and Jordan. Another amend-
ment, demanding immediate transfer of the President's
and Foreign Ministry offices, which temporarily remain
in Tel Aviv, also was defeated.
